Warren man pleads guilty to drug charges

A Warren man has pleaded guilty to two drug charges in the Court of Common Pleas.

Shawn T. Moore, 36, pleaded guilty on Thursday during plea court proceedings to one count of felony conspiracy to manufacture, delivery or possession with intent to deliver related to a July 23, 2025, set of charges as well as to one count of felony conspiracy to manufacture, delivery or possession with intent to deliver related to a July 25, 2025, set of charges.

The pleas were made in front of President Judge Gregory Hammond of the Court of Common Pleas.

One of the sets of charges came after Moore and Ryan English of Warren tried to sell methamphetamine to a confidential informant in Glade Township. English pleaded guilty to the felony charge of conspiracy to manufacture, deliver or possess with intent to manufacture or deliver. Judge Maureen Skerda sentenced English in December to serve a maximum of five years of probation and to pay a $5,000 fine.

Moore had been charged with one count of felony manufacture, delivery or possession with intent to deliver related in that incident as well a felony charge of manufacture, delivery or possession with intent to deliver that was not prosecuted.

A charge of use or possession of drug paraphernalia related to the second incident was not prosecuted.

According to the Affidavit of Probable Cause, Conewango Township Police, working with the state Attorney General’s office’s Narcotics Bureau, conducted a controlled purchase of methamphetamine in July. A confidential informant was allegedly in communication with English about purchasing methamphetamine. English allegedly messaged that he would be able to facilitate getting the informant methamphetamine to purchase. Officers met with the informant at a predetermined location and conducted pre-operation procedures, according to the affidavit, including setting up surveillance at a Woodberry Lane trailer in Glade Township. Police report seeing English arriving at his trailer before leaving again. Police say English picked up Moore, who arrived back to the trailer where the confidential informant was still waiting. The informant provided the pre-recorded currency to English, who then gave the money to Moore, according to the affidavit. Moore allegedly then weighed out methamphetamine and gave the illegal drugs to the informant.

“The confidential informant was observed leaving the trailer and constant visual contact was kept with them,” the affidavit states. “Confidential informant met with this officer and provided a clear plastic bag tie off that inside contained a substance consistent with being crystal methamphetamine.”

Moore will be sentenced later.
