Seneca, Pa., man pleads guilty to drug charge
A Seneca, Pa., man charged after a November traffic stop in Youngsville Borough has pleaded guilty to a felony drug charge.
Zachariah L. Witt, 41,was charged with two counts of felony manufacture, delivery or possession with intent to manufacture or deliver, misdemeanor firearm not to be carried without license, misdemeanor manufacture etc. controlled substance, misdemeanor intentional possession of a controlled substance by a person not registered and use or possession of drug paraphernalia.
Witt pleaded guilty in early May to the felony manufacture, delivery or possession with intent to manufacture or deliver charge. The charges of misdemeanor firearm not to be carried without license, misdemeanor manufacture etc. controlled substance, misdemeanor intentional possession of a controlled substance by a person not registered and use or possession of drug paraphernalia were not prosecuted while four charges that were originally filed – one additional felony count of manufacture, delivery or possession with intent to manufacture or deliver as well as three counts use/possession of drug paraphernalia – were withdrawn in December.
According to the Affidavit of Probable Cause in the criminal complaint filed by Youngsville police officers, Witt was a passenger in a vehicle that was pulled over for having an expired inspection while traveling on Route 6 in Youngsville. Witt allegedly told the officer he had a concealed weapon and a jar of marijuana in a backpack seen below his seat. The affidavit states Witt allegedly has no concealed firearm permit, nor was the firearm registered to Witt. The officer allegedly recovered the firearm and 32 grams of marijuana, small plastic baggies, a digital scale and 101 Gabapentin pills that were prescribed to someone else.
“The defendant did admit after Miranda to have been selling the marijuana,” the affidavit states. “The items located and combination of drugs are consistent with the possession with intent to distribute.”
Also charged was Cinnamon A.M. Wheeler, 33, of Oil City, Pa.. Wheeler, according to the Affidavit of Probable Cause, was driving the vehicle. She pleaded guilty earlier to a charge of intentional possession of a controlled substance by a person not registered and adulteration or misbranding of a controlled substance while charges of intentional possession of a controlled substance by a person not registered, four counts of use or possession of drug paraphernalia and marijuana – small amount, personal use were withdrawn. Wheeler was sentenced to a $500 fine.
Early May pleas entered in front of Judge Woodin in the Court of Common Pleas include:
– Autumn Rudolph, 46, of Sheffield pleaded guilty to misdemeanor furnishing drug-free urine – use or attempt. She was charged Dec. 2, 2025, by Warren city police officers after an alleged incident Nov. 4, 2025, in Warren.
– Parker McCracken, 24, of Warren pleaded guilty to DUI: controlled substance – Schedule 1 – first offense and a traffic citation while charges of DUI: controlled substance – impaired ability – first offense, marijuana possession – small amount, personal use, use/possession of drug paraphernalia and a traffic citation were not processed.
– Dustin R. Raulz, 20, of Warren pleaded guilty to a charge of corruption of minors while a second charge of corruption of minors and criminal trespass/simple trespasser were not prosecuted. Raulz was charged Aug. 11, 2025, by Warren city police after an alleged incident July 30, 2025.
– Suzie Dahlgren, 46, of Warren pleaded guilty to disorderly conduct hazardous/physical offense. She was originally charged with hindering apprehension/prosecution – harbor or conceal Sept. 4, 2025, by Warren city police officers after an alleged incident Aug. 28 in Warren. The charge was changed in May.
– Isak L. Riel, 21, of Warren pleaded guilty to a charge of simple assault while charges of harassment, disorderly conduct engaged in fighting and possession of marijuana were not prosecuted. Riel was charged Sept. 15, 2025, by Warren city police officers after an alleged incident Sept. 2 in Warren.
– Chad D. McLaughlin, 39, of Tidioute pleaded guilty to intentional possession of a controlled substance by a person not registered and three traffic citations. A charge of use/possession of drug paraphernalia and two traffic citations were not prosecuted. McLaughlin was charged Oct. 20, 2025, by Youngsville Borough police officers after a traffic stop Oct. 18, 2025, in Youngsville.
– Rodney T. Thomas, 36, of Warren pleaded no contest to a second-degree felony charge of aggravated assault while a second count of second-degree felony aggravated assault as well as charges of simple assault, resisting arrest/other law enforcement, obstructing administration of law/other law government function and disorderly conduct were not prosecuted. Thomas was charged Oct. 27, 2025, by Warren city police officers after an alleged incident in Warren.
– Devin G. Brown, 23, of Clarendon pleaded guilty to a charge of simple assault while charges of disorderly conduct – engaged in fighting and harassment were not prosecuted. Brown was charged Oct. 30, 2025, by Warren city police officers after an alleged incident Sept. 18, 2025, in Warren.
– Krystal L. Bair, 32, of Jamestown, N.Y., pleaded guilty to one count of third-degree felony endangering the welfare of children – parent/guardian/other commits offense while two counts of the same charge were not prosecuted. Bair was charged by Warren city police officers after an alleged incident June 25, 2025, in Warren.
– Ricky A. Smith, 55, of Northeast, Pa., pleaded guilty to a felony charge of manufacture, delivery or possession with intent to deliver while a third-degree felony charge of criminal use of a communication facility and a charge of use/possession of drug paraphernalia were not prosecuted. Smith was charged by Warren city police in June 2025 after an alleged incident March 14, 2025, in Warren.
– Jason C. Jacobs, 40, of Warren pleaded guilty to a charge of DUI: controlled substance – schedule 1 – first offense and a traffic citation while a charge of DUI: controlled substance – metabolite – first offense and two traffic citations were not prosecuted. Jacobs was charged Nov. 7, 2025, by Conewango Township police after a traffic stop Oct. 3, 2025, in Conewango.
– Matthew D. Johnson, 36, of Warren pleaded guilty to simple assault while second-degree felony aggravated assault, third-degree aggravated harassment by a prisoner and disorderly conduct charges were not prosecuted. Johnson was charged May 11, 2025, after an incident at the Warren State Hospital. On a second docket, Johnson pleaded guilty to a second-degree felony charge of aggravated assault – attempts to cause of causes bodily injury to designated individuals while a charge of harassment was not prosecuted. Johnson was charged April 23, 2025, by the State Police at Warren police officers.
