Commissioners agenda includes 911 recognition

The Warren County Commissioners will meet at noon Wednesday in the Jackson Courtroom of the Warren County Courthouse, with agenda items including recognition of the county’s state-certified 911 program, reappointment of transit authority board members, approval of grant compliance policies and review of property reassessment appeal settlements.

Commissioners are expected to recognize the county’s successful recertification by the Pennsylvania Emergency Management Agency (PEMA) for its 911 Quality Assurance and Quality Improvement program. Following a completed review March 31, PEMA determined the county’s emergency communications program fully complies with and exceeds state minimum requirements. The certification remains valid through March 31, 2028.

The consent agenda includes a proclamation designating June 2026 as Dairy Month in Warren County. The proclamation recognizes the dairy industry’s significant economic impact across Pennsylvania, including its support of more than 47,000 jobs and nearly $11.8 billion in annual revenue statewide.

Under new business, commissioners will consider a two-year cooperative agreement with the Warren-Forest Counties Economic Opportunity Council (EOC). The agreement would formalize collaboration between the county and EOC programs, including housing assistance, Head Start, weatherization, energy assistance, re-entry housing and other support services through June 2028.

Commissioners will also consider adopting two policy resolutions tied to grant funding requirements. Resolution No. 3329 would establish a Business Integrity Policy required for participation in Pennsylvania’s Local Share Account grant program. Resolution No. 3330 would adopt a Community Development Block Grant Survey Policy designed to ensure compliance with federal and state documentation requirements for grant-funded projects.

The board is also expected to consider reappointing three members to the Warren County Transit Authority Board of Directors. Current board members Ken Klakamp, Wendy Wilcox and Kelly Nearing have requested reappointment to new five-year terms beginning July 1.

Additional business includes consideration of a repository tax sale bid for a Youngsville Borough property, approval of winning bids from a recent county vehicle auction and acceptance of a proposal from Sekula Signs to manufacture and install a new exterior sign marking the Warren County Sheriff entrance at the courthouse.

Commissioners are also expected to review and approve a series of settlement agreements involving countywide property reassessment appeals. The proposed settlements will cover multiple properties throughout Warren County.
