County school board finalizing budget
As the school year comes to a close, the Warren County School District’s proposed budget is finalizing upon the approval of the school board.
The regular school board meeting will be held at the Central Office building in Russell tonight at 6 p.m.
A Budget Summary of Programs for the 2026-2027 school year will be presented as well as an
adoption for the resolution calling for increased state funding to be submitted to the Pennsylvania School Board Association (PSBA). In order to continue the state’s commitment to adequate funding; the district is urging the General Assembly to take legislative action for public education, proposing a resolution that significant and sustained increases to basic education funding (BEF) through the state’s fair funding formula be continued. In addition, substantial increases to the special education funding should be provided and the sustained state funding and support for school infrastructure improvements as well as ensuring sufficient state resources are provided for career and technical education.
The board will be asked to approve the estimates from FastSigns for the window film safety project at Youngsville Elementary Middle School and Sheffield Elementary Middle School as well as the payment of its PSBA’s dues and All Access package, in the amount of $19,603.91 for the 2026-2027 fiscal year.
The authorization that the Director of Business Services, after June 30, 2026, to make budget transfers applicable to the 2025-2026 fiscal year, as necessary, in preparation of the 2025-2026 annual audit will be presented.
Adoption of an equalized real estate tax rate of 7.6343 mills for the 2026-2027 fiscal year with the millage representing the reassessment-adjusted equivalent of 57.8371 mills, which was previously established for the 2025-26 fiscal year. The adopted millage rate shall remain subject to the limitations set forth under Act 1 of 2006, including any applicable index or exceptions.
The 2026-2027 budget includes a contingency fund of $240,000 to cover the cost of any unresolved staffing needs, fuel and/or transportation increases, and implementation of board goals.
The Warren County School District’s (WCSD) Proposed Final Budget for the 2026-2027 school year is $94,834,844. This is $1,072,587 more than the 2025-2026 school year budget of $93,762,257. The Proposed Final Budget is designed to serve an estimated enrollment of 3,661 students, which is a decrease of approximately 75 students or 2.0% from the 2025-2026 school year.
