RDA approves loan for city businesses

The city’s Redevelopment Authority (RDA) has approved a $25,000 contribution to the Warren County Small Business Development Microgrant program as well as a $140,000 loan to NY Style Deli and Pizza.
During last month’s RDA meeting, Leah D’Angelo of NY Style Deli and Pizza requested a $150,000 loan to complete renovations and reopen the restaurant at a newly purchased downtown location.
The board approved a $140,000 loan to support a local project, structured at 3% interest over 15 years, with repayment beginning July 1. The agreement includes personal guarantees from the primary project owners.
Applicants originally requested $150,000 and estimated total project costs at approximately $180,000. The funding will help complete ongoing renovations, including electrical work and interior improvements.
A planned opening, initially targeted for May 2026, is now expected later in the summer.
RDA members expressed support for the project, citing its potential economic impact and community benefits.
During last month’s RDA meeting, Savannah Casey, Warren County Chamber of Business and Industry operations director, presented a proposal to the RDA seeking financial support to launch a small business microgrant program.
The chamber has committed $30,000 to the initiative and has requested an additional $25,000 from Warren County Commissioners, who have indicated support. Casey formally asked the RDA to contribute $25,000 to create a $80,000 funding pool for the first year of the program.
However, the RDA did insist on a stipulation that funds be used exclusively for businesses within the city. This would ensure funds are directed to qualifying city projects.
