Man receives probation; most serious charges dropped
A Warren man has been sentenced to up to two years of probation after pleading guilty to a simple assault charge.
Ethan R. Riggin, 19 of Warren was sentenced on Feb. 20 by Judge Todd Wooden in the Court of Common Pleas to a charge of second-degree misdemeanor simple assault.
Riggin was charged with first-degree felony rape forcible compulsion, second-degree felony sexual assault, second-degree felony aggravated indecent assault witthout consent, second degree felony aggravated indecent assault – forcible compulsion and third-degree corruption of minors – defendant age 18 or above on August 8, 2025.
These charges were not prosecuted.
According to the Affidavit of Probable Cause, rape charges were filed after the victim and her parents went to Warren General Hospital on July 16, identifying Riggin and stating he sexually assaulted her without her consent.
A forensic interview was conducted, and the girl stated she had been in a vehicle with Riggin and a friend, when the defendant allegedly began sexually assaulting her. According to the Affidavit of Probable Cause, the girl cried and begged for the defendant to stop. The friend who was present also instructed the defendant to stop.
The friend was allegedly interviewed, stated they knew Riggin was interested in having intercourse with the girl and left the vehicle when the kissing began. According to the Affidavit of Probable Cause, when returning to the vehicle, the friend heard the girl telling Riggin to stop and when Riggin did not, the friend told Riggin to ‘chill.’
