County Commissioners approve changes to Zoning Ordinance

The County Commissioners unanimously approved an ordinance which amends the county’s 2008 zoning ordinance.

The changes add three new definitions to the ordinance, including “contractor yard”, “oil field service yard” and sandblasting and painting operations.

Sandblasting and painting operations will be permitted in the ACR and Industrial zoning districts, while contractor yards and oil field service yards will be allowed in ACR, Business, and Industrial districts.

The Warren County Planning Commission reviewed the proposed amendments in December and January and recommended approval.

According to the commissioners, these updates were prompted by inquiries from property owners seeking to expand existing businesses.

No public comments were made during the hearing.

The board approved a resolution supporting a Department of Conservation and Natural Resources grant application to extend the Warren County bike trail. Plans from around 20 years ago to extend the bike trail up to the Warren Mall are resurfacing since previous problems have been addressed. The commissioners are working to gather funding for the project. Many grant applications require support from the County Commissioners.

The board also approved:

– A software maintenance agreement with Optical Storage Solutions for the Recorder of Deeds Office, supporting expanded online access to historic land records.

– Appointments to the county’s sick bank committee.

– Generator maintenance agreements for county facilities.

– Renewal of the county’s employee assistance program.

Commissioners proclaimed March 18, 2026, as Public Defender Day in Warren County, commemorating the landmark U.S. Supreme Court decision in Gideon v. Wainwright, which guaranteed the right to legal counsel for defendants who cannot afford an attorney.

The commissioners honored office manager Lenore Glotz, who has been in the Public Defender’s office for 23 years and is retiring at the end of February.

The board also recognized the county’s 4-H program, delivered locally through Penn State Extension, and proclaimed March 15-21 as Pennsylvania 4-H Week in Warren County. Local 4-H youth were honored at the meeting.

In addition, commissioners announced Sunshine Week as March 15 through 21, reaffirming their commitment to open government and transparency.

Commissioners also opened 15 architectural proposals related to potential reuse or redevelopment of Youngsville High School. Officials said the proposals vary widely in scope and cost and will require further review.
