Council reviews Pennsylvania Avenue parking changes
City staff are considering removing a mid-block crosswalk, which could allow for the addition of two to three parking spaces on each side of the street, in an attempt to help parking issues downtown.
At Monday’s City Council meeting, council reviewed an update from Joseph Sproveri, city police chief, regarding parking on the 200 block of Pennsylvania Avenue.
The crosswalk was originally installed when there was a greater distance between nearby intersections, but officials now believe it may no longer be necessary due to changes in traffic patterns and the addition of the roundabout at the intersection of Pennsylvania Avenue and Market Street.
Officials noted that mid-block crosswalks can present safety concerns due to visibility issues and are generally less common than intersection crossings. Staff plan to continue evaluating the proposal and will consult with local business owners before making a final recommendation.
If the city decides to move forward with removing the crosswalk, the change would likely require a formal ordinance to be brought before council for approval, potentially as early as next month.
No formal action was taken, and discussions are expected to continue.
Council also unanimously authorized the city to enter into agreements and indemnify the Pennsylvania Department of Transportation (PennDOT) for upcoming parades that will utilize state-controlled streets. The agreements apply to the city’s traditional Fourth of July parade and the Veterans Day parade, which was successfully held last year.
City Manager Mike Holtz explained that since 2021, PennDOT has required indemnification agreements for any special events involving state roadways. The city will submit the necessary permits along with agreements involving local organizers, including the Fourth of July committee and Blue Star Mothers.
