Commissioners announce contractor for Youngsville school building

The Warren County Commissioners announced Wednesday they have selected Larson Karle Architects to serve as the contractor for the former Youngsville High School building, approving a contract valued at $58,500.

The firm, which operates offices in Warren, Pittsburgh and Erie, was chosen following a review process that weighed both cost and prior experience. County Commissioners grant writer Josh Cotton said timing ultimately played a critical role in the decision.

The county faces a deadline of Oct. 31 to decide whether to opt into a 24-year lease agreement for the property.

Larson Karle Architects is expected to submit a formal contract for commissioners to review in the coming days.

Previously, 15 proposals had been submitted outlining potential redevelopment plans for the former Youngsville High School building, located at 227 College Ave.

The proposals were collected during a month-long submission window, during which qualified firms were invited to present comprehensive redevelopment concepts. Submissions included plans for design, building utilization, long-term planning and construction oversight.

Firms from across the region, including Erie, Buffalo, Pittsburgh and Warren, participated in the process. Estimated planning costs ranged from approximately $10,000 to $130,000, though total construction costs have yet to be determined and will depend on the final redevelopment direction.

Under an agreement with the school district, the county is leasing the building for $1. The school district will cover utilities and trash removal during the first year of the lease, excluding phone and internet services. After that period, the county will assume responsibility for maintenance, repairs, cleaning and any building improvements.

The agreement also includes a provision requiring the county to grant a non-exclusive license for use of the building’s locker rooms and related facilities for athletic and extracurricular activities.
