Warren man charged after domestic incident
An alleged dispute over money has led to a first-degree aggravated assault charge against a Warren man.
Tyler D. Phelps, 30, was charged Saturday, Feb. 7 with first-degree aggravated assault – attempts to cause serious bodily injury or causes injury with extreme indifference, misdemeanor recklessly endangering the welfare of another person, misdemeanor simple assault and harassment after an alleged incident Feb. 6 at a home in Conewango Township. He was preliminarily arraigned Saturday by Magisterial District Court Judge Daniel Miller, who set bail at $35,000. Phelps was taken to the Warren County Jail until he could post bail. A preliminary hearing is scheduled for Feb. 25.
According to the Affidavit of Probable Cause, Conewango Township police responded to a reported domestic incident in Conewango Township. According to the affidavit, Phelps had allegedly called the Warren County Communications Center before the officer arrived at the house to ask if his conduct would be considered self defense. A short time later the officer arrived at the home and found Phelps outside the residence. Phelps told officers he had been involved in a verbal altercation with his mother and her boyfriend. The affidavit states the victim told police Phelps allegedly got on top of him and began hitting him. When the man tried to get up, the left side of his face and forehead hit the corner of a wooden living room table, resulting in a cut to the man’s face and forehead that resulted in what officers said was “significant blood loss” and a “serious open wound.” The man was taken to Warren General Hospital for treatment. Phelps repeated to officers at the Warren County Communications Center that he was acting in self-defense.
“The defendant stated that he was acting in self-defense and that he had contacted law enforcement first,” the affidavit states. “I observed minor redness on the right side of the defendant’s neck.”
