Jail population decreasing; staffing issues persist
The Warren County Prison’s population is decreasing – though staffing at the jail and providing mental health services to inmates is still a problem
The warden provided a comprehensive operational report during a recent Warren County Prison Board of Inspectors meeting, saying the jail population had dropped to 81 inmates. Having fewer inmates means jail staff can complete required fire drills and overdue maintenance. Staffing shortages remain a challenge. Despite this, the jail is actively interviewing and pursuing additional training opportunities.
The report also highlighted that 70% of inmates are currently receiving mental health medication, underscoring ongoing collaboration with local mental health providers.
A more detailed annual report is expected at the board’s February 24 meeting.
The Board of Inspectors of the Warren County Prison began their most recent meeting appointmenting leadership positions.
Both Commissioner Kenneth Klakamp and Sheriff Scott Neiswonger received nominations for chair. Klakamp was nominated based on his prior experience and historical involvement with the board, while Neiswonger was nominated in recognition of the sheriff’s traditional role in overseeing jail operations.
The vote ended in a tie. However, Neiswonger was then nominated and elected vice chair by majority vote. Following his election as vice chair, Neiswonger withdrew his acceptance of the chair nomination. A second vote was held for chair and Klakamp was unanimously elected.
The board voted to accept the warden’s recommendation to terminate a probationary employee, citing administrative and personnel issues discussed in executive session.
In other business, the board approved a motion to table the draft bylaws and announced the creation of a bylaws committee. Neiswonger, Treasurer Lisa Barr and Commissioner Daniel Glotz were appointed to that committee, which will gather recommendations from board members with the goal of presenting a finalized resolution by July.
