Comments being accepted on upcoming bridge projects

Plans for a project to repair and fortify more than two dozen bridges in the northwest region against the possible effects of future flooding remain available for the public to view and provide comment through the Pennsylvania Department of Transportation (PennDOT) website.

The project includes work on 28 structures in Crawford, Erie, Forest, Mercer, Venango, and Warren counties.

Work will vary based on the needs at each location and will generally take place beneath or adjacent to the bridges, including activities like rock protection, streambed paving, concrete placement, repairs to deteriorated concrete, and removal, clearing and grubbing. Minor guardrail work is also included as needed. The proposed contract will include portions of the design to be completed by the contractor.

Temporary access roads may be needed at some locations. Construction may take place in various locations under or near each bridge. There is potential permanent and/or temporary right of way and utility impacts.

No roadway or drainage work is anticipated. No detours are expected in connection with the project.

The proposed project includes the following four structures in Warren County:

— Route 6 (Grand Army of the Republic Highway) over Dutchman’s Run. Mead Township.

— Route 27 (Enterprise Road) over Pine Creek, Southwest Township.

— Route 957 (Russel Lander Road) over Kiantone Creek, Farmington Township.

— Hessel Valley Road (Route 4010) over Jackson Run, Sugar Grove Township.

The anticipated construction contract cost for all the projects is $2.5 million to $5 million, which is to be paid entirely with federal funds designated for diminishing the effects of natural disasters, such as the areas near flood-prone bridges. Under the Bipartisan Infrastructure Law (BIL), the Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Grant program provides funding to ensure surface transportation resilience to natural hazards including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through support of planning activities, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure.

The purpose of the public comment period is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
