More CDBG money to be available for home repairs
Additional money will be available for home repairs through the county’s Community Development Block Grant program than originally planned.
The Warren County Commissioners hosted a public hearing Wednesday on the county’s CDBG plan. The county has $237,530 to spend throughout the community. There were no public comments, but Josh Cotton, county grant writer, said a project that was proposed in Clarendon won’t be eligible for CDBG funding due to income reasons. That funding will be added to the $179,925 will be spent on countywide housing rehabilitation administered by the Warren Forest Economic Opportunities Council.
“So in light of that the easiest move is to take that funding and add it to the housing rehab line,” Cotton said. “I get weekly calls from people looking for roofing, siding, gutters. The EOC is willing as they have for years to partner in that.”
Projects include the Sheridan Street Stormwater Improvement project in Tidioute. The project will include installation of the system as well as street restoration. This project is funded through portions of Warren County’s 2022, 2023 and 2024 CDBG allocations as well as a proposed $25,000 allocation in the 2025 CDBG program.
“There’s probably going to be some modifications to come because the Sheridan Street project is looking like it’s going to be in the budget, but I need to wait until that’s all done to sort it out,” Cotton said.
A final $10,155 will be spent on grant administration.
The commissioners will hold a special meeting on Tuesday, Oct. 28, to approve the final CDBG application once final details are ironed out.
The deadline to submit the 2025 CDBG application is Oct. 31. The application documents will be available for public inspection at the Warren County Courthouse, Monday through Friday, 8:30 a.m. to 4:30 p.m.
The deadline to receive written comments on the county’s proposed use of CDBG funds or any complaints or grievances regarding the county’s use of CDBG funds is Oct. 25, 2025 and may be forwarded to Josh Cotton, CDBG program administrator, 204 Fourth Ave., Warren, Pa., 16365, or emailed to jcotton@warrencountypa.gov. Additional information on the public hearing or the CDBG program generally may be obtained by calling 814-728-3434 or emailing jcotton@warrencountypa.gov.
Cotton had solicited project ideas from municipalities throughout the county, with Commissioner Dan Glotz noting that the screening process resulted in the projects that are included in the 2025 CDBG spending plan.
“Not only eligible projects, but trying to find the highest and best use, if you will,” Cotton said. “The application deadline is (Oct.) 31. We’ll be good to apply after that meeting on (Oct.) 28.”
