Friday is tax upset sale registration deadline
Warren County will hold its upset tax sale at 1 p.m. Sept. 29.
There are currently 278 properties on the list, though that can change between now and Sept. 29. Those who are interested in properties can visit warrencountypa.gov/1200/Tax-Claim to keep track of properties that have been removed from the list as people pay off their back taxes.
In order to bid at the sale, bidders have to registered by Friday, Sept. 19. The last day to pay back taxes to avoid a property being available for the upset tax sale is Friday, Sept. 26, at 4 p.m. Payments can be made online at warrencountypa.gov/1200/Tax-Claim or paid in the county Tax Claim Bureau in person with a cashier’s check, money order or cash. No personal checks are accepted.
In Pennsylvania, an upset tax sale is a public auction of properties with unpaid real estate taxes for at least two years to collect those delinquent taxes. The property is sold to the highest bidder, who is responsible for the taxes owed, plus transfer taxes, fees, and potentially any existing liens or mortgages on the property. It is the first step in a potential tax foreclosure process if the property is not sold at the upset sale.
Among the notable properties up for the sale as of Monday are two properties owned by Trogon Development in Conewango Township. One 24.33 acre property on Route 6 assessed for $204,650, with back taxes of $21,777.70 for 2023, $21,021.32 in 2024 and $18,999.11 in 2025. A second parcel comprised of 71.93 acres, assessed for $267,580. Back taxes on the larger parcel are $28,416.05 in 2023, $27,462.34 in 2024 and $24,841.36 in 2025.
Also on the upset tax sale list, so far, is the former Pine Grove Ambulatory Surgical Center, assessed at $720,389 and owing bax taxes for 2023-2025 of $$66,102.94, $72,787.99 and $65,978.36, respectively. The center closed Dec. 19, 2024, In 2023, the last year state data is available, the Pine Grove Ambulatory Surgery Center had 15 full-time and 14 part-time workers, including five full-time and one part-time administrators and assistants, five part-time physicians, five full-time and four part-time registered nurses, three part-time nurse anesthetists, two unlicensed assistive workers, three full-time operation room technicians, one part-time radiologic worker. According to state data, the Pine Grove Ambulatory Surgery Center had 2,778 total visits in 2023, though no other data was given related to the age of those using the facility. According to state data, patient revenue at the Pine Grove Ambulatory Center had increased over the past three years from $2,583,000 to $3,508,000 in 2023, though spending had also gone up from $2,591,000 to $3,587,000 in 2023.
All told, there are 278 properties with a total assessed value of $4,008,365 available as of Monday, with $1,596,107 in combined back taxes for 2023 through 2025.
