City Council members recently got to taste what many area residents have already discovered – Dock 9 is open for business.

The restaurant spoke before the council during a recent meeting and brought samples of some of the restaurant’s menu items. Located at 1101 Pennsylvania Avenue West, Dock 9 offers a riverside view from east to west resting at Betts Park with outdoor seating and a photo opportunity in the restaurant’s giant beach chair. Indoor seating for parties is also available.

Property owner Todd Rarey is co-owner of Dock 9 along with Jamie Young. Opening just a short time ago on July 7, 2025, Rarey said “Business is booming. It’s been phenomenal.”

Currently employing a staff of 15, Dock 9 is still hiring. General Manager Justin Carlson brings years of restaurant experience to Dock 9 having worked at Chautauqua Harbor Hotel, been employed as manager of the Conewango Men’s Club and serving as executive chef at Conewango Valley Country Club. Brionna Bush, front of house manager, is personable and quick with a smile as she makes her way around the dining room greeting and talking with diners lending to the family oriented atmosphere experienced at Dock 9.

“The staff has put in a lot of hours,” Bush said. “We already have every-dayers, sometimes two-a -dayers.” Diner Randy Branch, Dock 9 regular, commented “It’s good to have a salad bar in Warren again” and noted the “good service” he receives when he stops in. Dock 9’s kitchen staff each has 10 to 20 years of culinary experience.

“It’s been more than we expected,” Rarey said when asked what is in store for Dock 9. “We’re just letting it settle for now.”

Rarey teased the idea of offering delivery to local businesses and expanding to home delivery in Warren and possibly Youngsville by early October saying, “It’s in the works.”
