Council gets taste of river plan updates

Led by Vice President Danielle Flasher, the meeting of the Warren City Council on Monday got off to a good start with a taste test of menu items brought by the owners and manager of Dock 9, guest presenters for the evenings meeting.

During last month’s council meeting City Engineer Chad Yurisic stated, “We’re probably at about 85-90% along the way” in regard to the Request for Proposals for Areas Two, Three and Four of the Riverfront Redevelopment area. “We’re still on schedule.”

The overall project consists of constructing a new river access ramp for small craft and canoes/kayaks to launch on the Allegheny River, installation of a floating dock, riverfront amenities, extension of the existing walking pathway, and additional parking spaces to accommodate passenger vehicles and boat trailers.

To be completed in phases with the first area to be addressed being the installation of Area One, a boat ramp to allow easy ingress/egress to the Allegheny River.

In addition, there will be a stairway and floating dock to facilitate boater and pedestrian access. Nearing completion Area One, pending funding, could be open for construction bids in 2026.

Area 2 will focus on the area known as Breezepoint Landing. The existing gazebo and restroom may be removed to allow for construction of a more user-friendly restroom and to provide space for additional amenities that will complement the boat ramp and dock as well as increase activity in the City’s downtown area.

Area 3 will focus on development of a walking trail which will extend eastward from the existing walkway along the Allegheny Riverfront.

Area 4 will focus on development of City-owned property which is adjacent to the eastern end of the Transit Authority of Warren County (TAWC) facility.

At Monday’s meeting Warren City Manager Michael Holtz reiterated they remain at 85-90% progress and the Request for Proposal (RFD) continues to seek proposals for multiple renderings for Areas Two, Three and Four.

Sept. 8 at 3 p.m. is the deadline for Requests for Proposal to be received by the City.

Warren City Council will meet again on Monday, Sept. 15 on the second floor of the Municipal Building. The meeting is open to the public and the community is encouraged to attend.
