Past charges against city man no longer on court dockets
The drug charges filed against a Warren man are the second filed against him this year – but charges filed against him in January no longer appear on online court dockets, with no disposition noted in the system.
Ryan M. English of Warren was charged earlier this year with manufacture, delivery or possession with intent to manufacture or deliver and conspiracy to manufacture, deliver or possession with intent to manufacture or deliver after an investigation that led investigators to English’s home on Woodberry Lane in Glade Township. It’s the same home where English and another Warren man were charged this month, with English jailed on $100,000 bail.
An Affidavit of Probable Cause filed by police after January’s charges stated Warren County Drug Task Force agents, assisted by the Pennsylvania Attorney General’s Office of Narcotics Investigations, began watching English’s home on Woodberry Lane in Glade Township after English allegedly became a suspect in a criminal case related to the distribution of illegal substances. Police reported seeing a maroon Dodge Avenger registered to an address in Jamestown, N.Y., arrive at the Woodberry Lane home. “During a Mirandized interview, the passenger of the vehicle had informed detectives that (he) and Pfaffenbach, aka ‘Neckbone’ had been in the area conducting drug sales within Warren County in which several were confirmed through surveillance,” the affidavit states.
Online court docket information shows English and a Jamestown man also charged in the incident no longer face charges, though there is no indication that charges were formally dropped by the court.
Pfaffenbach’s name no longer appears in the Pennsylvania court system website used to track online court dockets and there is no indication English was charged with anything in January, though the charges did appear on the court docket website when the charges were filed in January, when the Times Observer asked for and received the Affidavit of Probable Cause. English had also been charged by Conewango Township police on Aug. 2 with two counts of possession of a controlled substance and seven counts of possession of drug paraphernalia from an incident that occurred on Aug. 2 in Farmington Township. Online court docket information shows English pleaded guilty to those charges in November.
UNRELATED INCIDENT AT SAME ADDRESS
In September 2024, English was taken into custody at the same Woodberry Lane home in Glade Township after a brief standoff between Timothy A. Cope and members of the Warren County Drug Task Force, the Warren County Sheriff’s Office and Homeland Security Investigations. Tom Kibbey, former Warren County chief detective, told the Times Observer last September that information was obtained that Cope was at the Woodberry Lane home, with English taken into custody because he was wanted from an unrelated incident.
“No injuries occurred to any parties,” Kibbey said at the time. “Both English and Cope, Jr. were placed in the Warren County Prison and their bail from previous criminal charges was revoked.”
JANUARY CHARGES WITHDRAWN?
The Times Observer reached out to both Rob Greene, Warren County District Attorney, and Cody Brown, first assistant district attorney. Greene was out of the office until Aug. 2. Brown had not responded as of the Times Observer’s press deadline Friday. The Times Observer specifically asked if the charges filed against English and Pfaffenbach in January had been withdrawn due to the possible involvement of former Chief County Detective Thomas Kibbey.
Greene announced in June that his office was withdrawing charges against at least 11 criminal defendants due to Kibbey’s involvement in their cases. Kibbey resigned in March after a complaint of possible misconduct was brought to the county District Attorney’s office on Jan. 30. That misconduct was later revealed to be an inappropriate relationship with a Warren County Prison inmate who later became a confidential informant in drug cases. The state Attorney General’s office filed two third-degree felony charges of peace officer-sexual intercourse/contact with a person in custody/detention against Kibbey. There may be more cases affected by the charges filed against Kibbey. Greene said in June that the District Attorney’s office is also reviewing other cases in which Kibbey may have had a minor or peripheral role. The review will determine if the office can ethically proceed with prosecution on a case-by-case basis.
“A District Attorney’s obligation is not only to prosecute crime, but to do so fairly with unwavering respect for the Rule of Law,” Greene said in June. “Above all, honor and integrity must be preserved in the criminal justice system. I will not allow the misconduct of one law enforcement officer to undermine the justice system as a whole in Warren County. I owe that to victims, defendants, law enforcement and all the people in Warren County.”
