Sheffield man given de facto life sentence for sexual abuse of child

A Sheffield man has received a de facto life sentence for sexual abuse of a child.

Lorn R. Champlin, Sr., 64, Sheffield, was sentenced from 480 to 960 months incarceration – 40 to 80 years – by Judge Gregory Hammond on Thursday .

Champlin, currently incarcerated in the county jail, was sentenced on two counts of involuntary deviate sexual intercourse, two counts of aggravated indecent assault, corruption of minors and unlawful contact with a minor.

He was found guilty at trial for the conduct that occurred in February 2022.

Assistant District Attorney Casey Strickland called the conduct a “completely heinous act.”

The allegations centered around oral sex involving a 3- to 4-year-old girl.

Strickland said the lasting effect of the abuse for the victim is “hard to wrap your head around” and will be “extremely lasting.”

Shifting to Champlin, Strickland called him a “predator” and said that he has shown “absolutely no remorse or thought at all” for the victim.

Champlin and his counsel, Public Defender Mark Falvo, both declined comment during the hearing.

Hammond’s sentiments were similar to Strickland.

“You repeatedly sexually assault a 3 or 4-year-old,” he said. “It’s a lifetime of trauma of reliving this.

“The damage didn’t stop when you stopped,” he continued. “It’s permanent.

“I see very poor prospects for rehabilitation,” Hammond noted, telling Champlin he will “most likely be incarcerated for the rest of your life.

He was then sentenced to 216 months to 432 months of incarceration on two separate counts of involuntary deviate sexual intercourse.

Champlin was given credit for 450 days time served, ordered to pay $375 in fines and fees, to submit a DNA sample, participate in sexual offender treatment, undergo a mental health evaluation and comply with recommendations, a no contact/no trespass order with the victim, six years probation and mandated to have no unsupervised contact with children.

He was sentenced to 60 to 120 months to be served concurrently on each of two counts of aggravated indecent assault.

An additional 24-48 months were imposed on two counts of corruption of minors, in addition to an additional year of probation.

Hammond said that the aggregate sentence totaled 40-80 years.

Strickland told the Times Observer after the hearing that the sentence was in the standard range due to the age of the victim.

These are by no means all of Champlin’s legal problems.

Strickland said after the hearing that he will be sentenced on a second sex case in September.

There are also two additional sex cases and a firearm case pending.

She said the plan is to continue to move those cases forward.
