Former county treasurer given probation for courthouse incident
A former Warren County elected official has pleaded guilty to harassment stemming from an incident that occurred at the Warren County Courthouse.
Dennis Munksgard, whose term as treasurer expired at the end of 2023, entered the plea before Mercer County Senior Judge Robert G. Yeatts on Tuesday, online court records show.
In exchange for the plea, a count of indecent assault was withdrawn.
Records show that Munksgard was then sentenced to one year probation and fines and fees totaling $1,675.75.
The charges were filed by City of Warren police on Feb. 8.
The incident allegedly occurred on Dec. 13 shortly before 9:30 a.m. at the courthouse.
The affidavit of probable cause states that Munksgard walked behind the victim to an elevator and said, according to the victim, that he “liked the view” when she bent over. The victim also reported that Munksgard asked her if they could have sex in the elevator.
Police alleged that Munksgard then followed her into the elevator “approached her from the side then wrapped his arm around her back/waist and leaned in and kissed her neck” and “told the victim that she made his day.”
Munksgard told police there had allegedly been an “ongoing flirtatious relationship” and claimed that “he did not feel that he had acted inappropriately.”
He told police that the victim made a sexually suggestive comment toward him before they entered the elevator.
The case was prosecuted by the Pennsylvania Attorney General’s Office.
