Coffee break: Starbucks project moving forward

A motion to accept the Starbucks subdivision, which has reportedly been through zoning, was unanimously approved in Conewango Township.

According to the township’s supervisors there are no issues or concerns with the building code reports, they are “all caught up.”

Starbucks first indicated an interest in the location at the Warren Commons in July 2022. The applicant for the special exception is Chicago-based KDP East LIberty LLC.

The parcel is zoned business and the designation required a hearing for drive-in/through restaurants to proceed.

“It’s a Starbucks,” Dave Weeber, representing KDP East Liberty LLC, told the board when asked to present on behalf of the applicant nearly two years ago. “They require a drive-through.”

He noted the restaurant would not be exclusively a drive-through and will be new construction rather than use of an existing facility.

Unfinished business discussed included the 2023 Financial Audit and the Pension Audit, which all required, requested information has been submitted to the Auditor General.

Also discussed was the accuracy of the Local Economic Revitalization Tax Assistance (LERTA) map — it was decided to table LERTA discussion until the next meeting. Updates were also provided on the sand mound at the 20850 Route 6 property, which is still open; the Ameriser Investment objective is still open; storm water applications and the drainage on South State Street. The supervisors have hopes to “get together with an expert to see if there may be a simple solution for a possible fix,” concerning the storm water issues.

The supervisors explained that the Starbrick Volunteer Fire Department audit review “was very robust with two people involved always.”

The review will start by looking at 2022 and 2023 with a low level review, looking at the numbers analytically. A motion carried to begin the audit process.

New business announced at the meeting included the official announcement that Municipal Secretary and Treasurer Jennifer Fox is no longer with the township.

Also discussed for the first time were road bonds — especially Preston Road which is ongoing and the restart of construction on Route 6 by the Pennsylvania Department of Transportation.

Supervisors are looking to see if another township would be interested in sharing the cost of training for an emergency management coordinator (EMC) with them and Pleasant Township.

The next meeting of the Conewango Township Supervisors will be at 4 p.m. April 22 at the township building, located at 4 Fireman St.
