Warren man charged with touching minor, providing alcohol, THC

A Warren man has been charged in connection with allegedly providing alcohol and THC to two females and rubbed the thigh of one of the girls.

Ralph W. Kirby, III, 40, 409 Hazel St., was charged on Jan. 25 by City of Warren police in the wake of the alleged Jan. 2 incident.

Police received a report from Children and Youth services alleging that Kirby had provided alcohol to the victims and rubbed “one of the minors’ thighs while she was intoxicated and without her consent,” according to the affidavit of probable cause.

They confronted Kirby and told CYS staff that Kirby then made a series of disturbing statements.

They allege that Kirby told them, according to the affidavit, that “society says he’s supposed to be attracted to older, elegant woman (sic), however he’s attracted to younger, quirky girls who are bipolar.”

He also allegedly told the victims that “if the juvenile was an adult or if he were younger, he would sleep with them” and that he said “it’s easy to forget how young the juvenile is.”

Kirby also allegedly told them that “it’s okay to speak to the juvenile sexually as they say raunchy things; animals don’t see age; the juvenile behaves differently around older men, and this juvenile is a sexual child.”

Online court records indicate that Kirby has been charged with three counts of corruption of minors and two counts of indecent assault.

A preliminary hearing is set for Feb. 14.
