Meth lab, fentanyl found Monday in W. Fifth Ave. drug raid

A man and woman are behind bars in connection with a raid conducted Monday by the Warren County Drug Task Force.
The defendants are identified in court paperwork as Michael Shane Ray Reynolds, 47, and Caroline Anne Frampton, 31.
"Warren County Detectives and members of the Warren County Drug Task Force conducted a search warrant on a residence located at 1000 W. Fifth Ave. Warren, Pa.," First Assistant District Attorney Cody Brown said. "Michael Shane Ray Reynolds and Caroline Anne Frampton were arrested" in connection with the operation.
Investigators say in the affidavit of probable cause that the Drug Task Force received information back in April 2023 regarding the residence and an investigation was opened "related to the distribution of controlled substances from two known individuals within the residence."
They say that additional drug-related investigations and criminal investigations provided evidence that led to the request of a search warrant – which was granted – on Feb. 12.
"A search was completed of the residence which did yield the recovery of a substantial quantity of methamphetamine and fentanyl," the affidavit states, consistent with "distribution of these substances compared to just a user amount."
During the incident, the affidavit alleges that "Frampton was observed attempting to conceal a bag of fentanyl by throwing it out of a second story window."
Investigators detail in the affidavit that items including muriatic acid, drain cleaner, filters, glassware and multiple gas generators were discovered which they say are items "associated with the manufacturing of methamphetamine."
Reynolds and Frampton were transported to the City of Warren Police Department for questioning.
The affidavits state that Reynolds allegedly "did state that he had operated a lab manufacturing controlled substance within the residence" while Frampton stated she had "assisted" in that effort.
The affidavit charging Reynolds includes statements from Frampton that Reynolds "had recently cooked methamphetamine in the kitchen" within the last week.
Brown said that Reynolds and Frampton were charged with possession with intent to deliver, conspiracy to commit possession with intent to deliver, possession of controlled substances and possession of drug paraphernalia.
He said that Frampton was also charged with a separate count of tampering with or fabricating physical evidence.
"Officers were assisted at the scene by members of the Pennsylvania State Police Clandestine Lab Response Team," Brown said. "The investigation is still ongoing."
