Planners hear update on both Dunkin’ Donuts and Starbucks

There has been some movement regarding plans to bring Dunkin’ Donuts and Starbucks to North Warren.
The issue was discussed by the Warren County Planning Commission this week.
Deputy Planning Director Michael Lyon said that PennDOT approved a highway occupancy permit for the proposed Dunkin’ Donuts site. The proposed location is 333 Jackson Run Road in Conewango Township. It’s the corner building at the intersection with Jackson Run Road. and Route 62.
Commission member and Conewango Township Supervisor Jeff Zariczny said he “just want(s) to see how they’re going to queue.”
Lyon said PennDOT staff told him that there would be turning restrictions – the only way to enter the business would be to turn right from Jackson Run Road and the only way to exit would be to turn right onto Route 62.
PennDOT Press Officer Jill Harry confirmed the “right in, right out only” provision of the permit, which was issued back in July.
Zariczny said that would put more traffic up Vine Street as well as more traffic through Sheetz.
Lyon said it could also push people to u-turn at the entry near Lowes at the Warren Commons on Jackson Run Road.
According to PennDOT, the agency issues “a variety of different Highway Occupancy Permits to property owners, developers, utility companies, municipalities and municipal authorities, and other interested parties who desire access to the state’s right-of-way.”
Both Route 62 and Jackson Run Road are maintained by the state.
“PennDOT has responsibilities to accommodate both HOP Applicants/Permittees and the traveling public,” the agency says. “It is in the public interest to regulate the design, construction, drainage and maintenance of accesses, local roads, utility facilities, and other property and structures within the state highway right-of-way in order to preserve safe and reasonable access, safe and convenient passage of traffic, as well as protect the structural integrity of the highway.”
Lyon said he’s also had discussions with the Starbucks developer. That proposed location is at the Warren Commons in new construction adjacent to the walk-in clinic.
“They’re not moving forward yet,” Lyon said.
The property has not yet been transferred, an essential step as part of the process.
Lyon did say that they are “making alterations” to the plans and the project is “still in play.”
