Commissioners approve seeking bids for jail roof repairs

The Warren County Commissioners have signed off on a request for proposals to repair the roof on the recreation yard at the Warren County Jail.

This proposal comes in the wake of Michael Burham’s escape from the jail in July.

The document describes the recreation yard as an “approximately 40′ x 40′ courtyard with steel beams overhead” with a “guard window that overlooks the courtyard.”

County officials are looking for “roofing material to be placed over the steel beams and secured for security, allowing fresh air into the yard,” the proposal’s scope of work details. Currently, the roof is secured with a chain-linked fence.

“The county would prefer it replaced with a metal mesh that would both allow airflow and prevent objects from passing through the membrane,” the RFP states.

In addition to the roof, the RFP is looking for “razor wire” to be “placed around the roof’s perimeter” as well as a “strong, secure material” to protect the guard window.

“The county would like to move quickly in the selection of a firm to begin the process,” the proposal states.” The selected firm should be prepared to begin work shortly after a contract is signed with the goal of completing work on an aggressive schedule.”

The bid window will close on Oct. 23.

Commissioner Jeff Eggleston highlighted during Wednesday’s meeting that the proposed roof material “would not allow objects to pass through it but would allow air into the space” and “prevent anything coming in from the outside.”

The razor wire around the perimeter of the yard, he added, would make it difficult for someone to escape even if they managed to get out of the yard.
