Lifetime registration for Sheffield man in wake of plea

A Sheffield man will register as a sexual offender for life as a result of a guilty plea entered last week.

Jason J. Rager, 42, pleaded guilty to a count of indecent assault Thursday before President Judge Maureen Skerda.

According to information from the Warren County District Attorney’s office, the charge brings lifetime registration as a sexual offender. He must also be evaluated by the Sexual Offenders Assessment Board to determine if he is a sexually violent predator.

According to the affidavit of probable cause, Rager had sexual contact with three minor victims in 2021.

The contact took place several times between January and August.

In exchange for the plea, charges including six counts of aggravated indecent assault, two counts of unlawful contact or communication with a minor, two counts of corruption of minors and a single count of indecent assault were not prosecuted.

Online court records indicate that sentencing is set for Dec. 8.

Several other pleas were entered at the same time:

¯ William W. Birchard, 23, Warren, to simple assault, disorderly conduct and criminal mischief. Charges including two counts of strangulation and harassment were not prosecuted.

¯ Clayton M. Hesch, 35, Warren, to DUI and a traffic violation. Two counts of DUI and two traffic violations were not prosecuted.

¯ Arthur Khurshudyan, 48, Erie, Pa., to DUI, driving on DUI-suspended license and a traffic violation. Charges of possession of a controlled substance, possession of drug paraphernalia and two traffic violations were not prosecuted.

¯ Jessie L. Lyons, 34, Youngsville, to possession of a controlled substance and recklessly endangering another person. A count of endangering the welfare of a child was not prosecuted.

¯ Joseph A. Passaro, 31, Warren, to DUI and a traffic violation. An additional count of DUI was not prosecuted.

¯ Natalie R. Wagner, 45, Warren, to simple assault. A count of disorderly conduct was not prosecuted.

A not guilty plea was entered by Martha E. Gray, 43, Irvine. Gray has been charged with two counts of DUI and five traffic violations.
