Blight panel addresses tax sale properties

Three properties in next month’s judicial sale received blight designation by the City of Warren’s Blighted Property Review Committee on Thursday.

Those properties included 202 N. Irvine St., 1024 Spring St. and 325 Prospect St.

Scott Taylor, the city’s zoning and ordinance enforcement official, said the N. Irvine St. property has been vacant for over 5 years.

“It’s not a bad neighborhood either,” he said. “This house is one of those that kind of stands out in the neighborhood.”

Taylor said the owner has walked away from the property as it “continues to deteriorate.”

There was less discussion about the Spring St. property. Chairman Ray Pring said that structure falls “squarely in the parameters” of what is a blighted property.

Taylor said the Prospect St. property was subject to a fire.

“It’s not really in a bad location,” he said. “As it sits right now, this property… meets the criteria for blight.”

“Clearly it’s a safety nuisance if it had at least one fire,” Pring said.

The BPRC also declared a Hazel St. property, not subject to the upcoming tax sale, blighted.

Taylor said that property has been vacant for a few years and has been on the city’s radar since 2017.

“It does meet the criteria for blight on many different levels,” he said.

A relative of the owner was present at the meeting and outlined how he knows he’ll have to sell the property but isn’t sure about what the next steps are.

There was discussion about giving him additional time but the panel, in a 3-2 decision, moved ahead with the designation.
