Warren man jailed on stalking, assault

A Warren man was taken to jail after three different police agencies were called to alleged incidents involving him in a little over a day.

Kyle J. Riker, 23, of Warren, is charged with two counts of stalking, two counts of unlawful restraint – bodily injury, simple assault, and two counts of harassment.

According to the affidavit of probable cause, Riker was involved in four disputes with a woman Monday evening through late Tuesday morning in three different locations.

According to police, during the first alleged incident, Riker would not let the woman leave a residence in the City of Warren. Police said he held her against her will, took her phone, and, while preventing her from escaping, kneed her in her hip and kicked her in her abdomen.

Police said the alleged victim had to go to a window and yell for help. “After a crowd had gathered, she was able to exit the residence and call police for help,” according to the affidavit.

Police sent Riker away and told him to spend the night somewhere else, according to the affidavit. “After police departed, Riker returned” and confronted the woman again, pushing her inside the residence and taking her phone. The alleged victim “was able to have a neighbor call 911.”

Police arrived and told Riker to stay away from her.

“After police left, Riker yelled at (the alleged victim) from across the parking lot” and she decided to leave, according to the affidavit.

She went to a residence in Glade Township.

According to the affidavit, Riker had his vehicle parked in the driveway of that residence in the morning and was involved in a physical altercation with a man there. Police responded again.

The alleged victim then went to Warren County Courthouse. When she tried to leave, “Riker parked his vehicle behind her, blocking her escape,” according to the affidavit. She agreed to meet him somewhere else and he let her leave. When she didn’t go to that location, “Riker followed closely behind in his truck, beeping his horn, swerving behind her, and calling her cell phone.”

When the alleged reached that location, he approached her again, according to the affidavit, walking in front of her, begging her not to go inside, and “wrapped his arms around her stopping her from gaining entry into the building and again took her cell phone.”

An employee, “after observing what Riker was doing,” came outside and yelled at Riker to let her go,” according to the affidavit.

He did and left on foot, police said.

According to police, he was found about a mile from that location, with the alleged victim’s cell phone. “Riker stated that he had kneed here… in self-defense, had taken her cell phone… and that he did go too far in stopping her free movements,” according to the affidavit.

Riker was arraigned Tuesday before District Judge Laura Bauer and taken to Warren County Jail after failing to post $10,000 bail.

A preliminary hearing is set for 2:30 p.m. Wednesday, Jan. 18.
