Man pleads to firing gun during welfare check
A Warren man entered guilty pleas Thursday stemming from an incident where he discharged a firearm during a welfare check.
Ian A. Royo, 27, pleaded guilty to a total of seven charges before President Judge Maureen Skerda — five counts of recklessly endangering another person and two counts of violating a City of Warren ordinance regarding the discharge of a firearm.
First Assistant District Attorney Cody Brown said the incident occurred during a welfare check.
Information presented in court provides the details of the situation.
The incident occurred on Nov. 20, 2021, when Royo discharged a handgun from a Hertzel Street residence during that welfare check.
In addition to additional occupants in the building, there were two City of Warren police officers and a Warren County Sheriff’s Deputy outside.
The round went out a window and among the specific allegations Skerda presented was that Royo did not know where the bullet would go or what it would impact.
In exchange for the plea, additional charges were withdrawn, including three first-degree felony counts of assault of a law enforcement officer that carry 40-year maximum penalties.
The counts of reckless endangerment are misdemeanors.
Brown said that the plea offer was discussed with City of Warren police and deemed an appropriate plea.
City of Warren code states that “except in necessary defense of person and property… it shall be unlawful for any person to use, fire or discharge any gun or other firearm within the City of Warren.”
