Blight panel gives Water St. properties time

Two Water Street properties were the most notable parcels before the city’s Blighted Property Review Committee on Thursday.

The committee ultimately held off on any action against the old Warren Players building at 128 Water St. and a commercial structure at 104 Water St.

Scott Taylor, the city’s zoning and enforcement officer, told the committee that 128 Water St. is in the process of being sold and that city staff have been “working diligently with the potential buyer.”

He said the prospective purchaser “knows he has a mountain in front of him” and has had some trouble working with the surviving family of the owners to close the sale.

“He is waiting and ready to get going,” said Taylor, who added that the doors and windows have been screwed shut to prevent trespassing.

“(We) didn’t see a need going after the current owner if it’s going to be bought in the next month or so,” Randy Rossey, the director of codes and planning, said.

As for the future of the building, Taylor said the potential buyer wants to separate it for apartments or potentially a bed and breakfast.

“What is going to keep the community and the committee happy,” Taylor said, “there has to be progress seen on the outside to keep things at bay. He is in total agreement.”

Down the block at 104 Water, Taylor said the owner has lined up contractors and will be repairing structural issues.

“(We are) hoping that this is going to be another success property,” he said.

He told the committee the building would not likely be usable for 12 to 16 months.
