Justin A. Anderson, 31, was charged by City of Warren police on Sept. 21 with institutional vandalism and criminal mischief — damage property from an incident that occurred on Sept. 12 in the City of Warren.

Julie R. Swanson, 62, Warren, was charged by City of Warren police on Sept. 20 with theft of services and theft by unlawful taking from an incident that occurred on Sept. 17 in the City of Warren.

Card, 20, Sugar Grove, was charged by Warren-based Pennsylvania State Police on Sept. 21 with two counts of DUI, careless driving, reckless driving, a seat belt violation, operating a vehicle without valid inspection and fail to keep right from an incident that occurred on May 19 in Sugar Grove Twp.

Cindy C. Corbett, 40, Warren, was charged by Conewango Township police on Sept. 21 with recklessly endangering another person and criminal mischief — damage property from an incident that occurred on Aug. 22 in Conewango Twp.

Jonathan C. Williams, 34, Jamestown, NY, was charged by Warren-based Pennsylvania State Police on Sept. 20 with fleeing or attempting to elude an officer, a speed limit violation, driving at safe speed, three counts of duties at stop sign, two counts of turning movements and required signals, five counts of signal improper, failure to yield to emergency vehicle, careless driving, reckless driving, driving while operating privilege suspended or revoked, flight to avoid apprehension, pass left unsafe and limitations on driving on left side of road from an incident that occurred on July 3 in Sugar Grove Twp.

W. Warren County — District Judge Todd Woodin

Michael A. Larkins, 60, Union City, was charged by Corry-based Pennsylvania State Police on Sept. 23 with statement under penalty and materially false written statement — purchase, delivery, transfer of firearm from an incident that occurred on Aug. 1, 2020 in Columbus Twp.
