Commissioners to back phase two improvements

The completion of the sensory playground at Lacy Park on Warren’s east side last year was a multi-year effort in the making.

The drivers behind that effort are now headed into phase two, approaching the county commissioners for Act 13 funding during Monday’s work session.

Act 13 funding comes to the county in several different streams but all originate with the state’s impact fee on Marcellus Shale natural gas development.

“Our mission was to make an area that was all inclusive,” Adam Meneo, one of the project’s key leaders, told the commissioners. “(We) did a really good job (of) getting the park to the phase it is in now.”

One of the areas where the focus lies in phase two is the surface under the playground equipment.

Currently, the woodchips “complicate” wheelchair and accessibility issues, he said, telling the commissioners that they approached the city about a rubber surface.

He said the city is willing to apply for a state grant — total estimated cost is between $85,000 and $100,000 — and said they need a 50 percent match by the time the grant is due in April.

He said Act 13 funds would be “very helpful” in making this phase a reality.

Dr. William Clark added that many of the entities who helped fund the first round have encouraged them to come back when ready for phase two.

“We’re ready,” he said, to start knocking on doors again.

Commissioner Jeff Eggleston said the playground has been heavily utilized and is a “wonderful addition to that area.”

He recommended providing $10,000 in Act 13 funds to the group for phase two to “support their further development of that playground.”

The commissioners said there is, at a minimum, $120,000 available in Act 13 funds.

The item will likely go before the commissioners for approval during Wednesday’s meeting.
