Jury trials on hold as part of pandemic response

The Pennsylvania Supreme Court withdrew its judicial emergency declaration due to the COVID-19 pandemic at the beginning of June.

But it will still be a while before court operations in Warren County return to normal.

President Judge Maureen Skerda signed an order earlier this month that spells out those changes, which primarily address the rights criminal defendants have to a speedy trial. The conditions outlined are identified as “until further notice through August 10, 2020….”

The order states that jury trials will be suspended “until such time that they can be conducted consistent with prevailing health and safety norms.”

Additionally, the order will continue “limited in-person access” to court proceedings “in order to safeguard the health and safety of court personnel, court users and members of the public.”

Rules that restrict the use of “advanced communication technologies” are also suspended during this period.

According to a statement from the Supreme Court, the justices have permitted president judges to take these actions.

Skerda’s order indicates that jury selections in Warren on June 29 and 30 and Aug. 7 in Forest County are canceled.

“This court,” the order states, “along with local court leaders will continue to assess all options for resuming jury selection and jury trials in Warren and Forest Counties as soon as possible in consideration of the health and safety of prospective jurors, court users, attorneys and court staff.”
