County extends government shutdown

The partial shutdown of Warren County Courthouse has been extended again, but an end is in sight.

According to a Thursday release, county facilities will reopen and personnel involved in non-essential operations will return to work on May 4.

The courthouse and other county facilities have been at a partial shutdown state since March 20.

“The shutdown of nonessential operations of the Warren County government has been extended and most county workers will continue to be on leave or will work from home until Monday, May 4,” Warren County Joint Information Center Public Information Officer Cecile Stelter said in a Friday release. “The county government is set to reopen on Monday, May 4, provided there is no significant change in the current emergency status in the region.”

“The commissioners and their administration plan to reopen in a deliberate, planned, and responsible manner and will take every precaution in order to provide services in a safe and secure environment,” according to Stelter. “To ensure the safety of our staff and to prevent the spread of COVID-19 in Warren County after the reopening, comprehensive measures will be taken including: The use of masks by staff, the installation of plexiglass shields at areas where meetings with staff take place, and the extensive cleaning and disinfecting of offices and equipment.”

In addition to those steps, visitors to the courthouse and other county facilities will be required to wear masks, will be encouraged to wash their hands immediately before entering and after leaving, and will be urged to maintain social distancing.

“These efforts are to both accommodate the orders of the governor, and to maintain the safety of the public and the county staff,” Stelter said.

At deadline, county officials had not provided clarification about such things as: Should businesses follow the county’s lead and be prepared to reopen on May 4, should individuals feel comfortable resuming their daily lives (with reasonable precautions), and if the reopening plan is related to the fact that there has only been one positive test result for COVID-19 in the county.

The Pennsylvania legislature has passed a bill along partisan lines that would give county governments increased authority regarding business reopening plans. Gov. Tom Wolf is expected to veto that bill.

During a Friday press conference, Wolf did not offer any specific information regarding a statewide reopening plan.
