PennDOT ‘moving forward’ with roundabout design

Warren City Council has settled on the roundabout option for the intersection at Pennsylvania Ave. and Market St.

So when will we see it?

“We are currently in the process of executing the preliminary engineering agreement,” Jill Harry, PennDOT district press officer told the Times Observer. “We are moving forward with designing the roundabout now.”

Harry noted that the design process had been halted as council — again — weighed its decision.

An attempt to reverse the decision failed in a tie vote earlier this month.

Harry said PennDOT is “still looking to advertise for construction in 2021.

“The plan is to have the contract ready to go next year. Maybe sometime in the year (we) could start the process with some of the utility work.”

With the utility work slated for 2021, Harry noted that “2022 is when we’ll see the bulk of the construction. That’s where it’s on the timeline now.”

Part of the preliminary engineering, she explained, is the final right-of-way plan. Once that part of the plan is complete, property owners will start hearing from PennDOT about the property acquisition needed for construction.

Harry projected that phase for “late this summer” and noted that not all of the right-of-way work needed would be permanent. Some will be for temporary workspace “and to create the sidewalks.”

The roundabout design itself “won’t change dramatically from what we showed before” during the public meeting process a couple years ago. “That’s the general look for it.”

As construction gets closer, Harry said that PennDOT would look to present more public education elements on how to utilize the roundabout to “help ease people’s mind.

“It’s much easier than people think, but it’s also change.”
