Warren man jailed on alleged sex abuse charges

A Warren man is in jail Wednesday on charges of sexual abuse of children.

Teddy W. L. Bair, 22, is charged with one count of child pornography — a subsection of the sexual abuse of children charge.

According to the affidavit of probable cause, a probation officer conducting a probation meeting with Bair in late January asked to check his phone for anything that would violate his probation.

Police said Bair gave the phone to the officer, who found nude photographs stored in it.

“The defendant stated he had been downloading pornographic images to his cell phone,” Pennsylvania State Police said in the affidavit.

The phone was taken into custody and reviewed by the Warren County information technology department.

“Numerous pornographic images were extracted from the defendant’s cell phone to include several photographs that appeared to be of females under the age of 18,” according to the affidavit.

Police sought input from a board certified pediatrician in determining if there were images of anyone under 18.

The doctor “related several of the images could be of juvenile females,” according to the affidavit. He said one “is a juvenile female at or about 12 years of age.”

Police interviewed Bair on Wednesday, Feb. 5.

“The defendant stated he would search for ‘young girls’ when downloading the pornographic pictures,” according to the affidavit.

According to the affidavit, Bair told police he “didn’t remember the picture when it was shown to him during the interview.”

Bair was arraigned Wednesday before District Justice Raymond Zydonik and taken to Warren County jail after failing to post $10,000 bail.
