Officials move CDBG funds

The Warren County Commissioners signed off this week on a CDBG funding switch and an agreement for accounting services.

Through the last term, the commissioners held almost all of their meetings at noon. That has changed in 2020 as the second monthly regular meeting has been shifted from noon to 5:30 p.m. — the first was Wednesday of this week.

“One of the findings in our audit, frankly for years, (has been) a lack of a few ending balance revisions,” Commissioner Ben Kafferlin said of the agreement with Susquehanna Accounting & Consulting. He said a CPA would be the “most qualified” person to undertake that work.

He said the agreement would also be helpful as the county transitions to a new fiscal software system.

Commissioner Tricia Durbin noted the total cost won’t exceed $20,000 and that the county is applying for a grant to cover the cost.

Kafferlin noted the grant would cover 90 percent of the project. It’s an outgrowth of an Early Intervention Program plan the county undertook a couple years ago.

The commissioners also signed off on switching when some federal Community Development Block Grant funding would be spent.

Some funds from the 2017 allocation, according to Grants Administrator Lorri Dunlap, were allocated to projects that are “ready to roll.”

While the projects don’t change, Dunlap said the intent of the change is to “expend our CDBG funds in a timely manner.”
