Kiser charged for latest drug offenses

A former Warren County teacher faces an additional slate of drug-related offenses.

Matthew R.Kiser, 44, was charged by City of Warren police on Monday for offenses that occurred on Dec. 3.

Police reported that a witness came to the department and told police that Kiser may have controlled substances in his home as Kiser had said the drugs were “placed around” the house, according to the affidavit of probable cause.

Police ultimately conducted a search of the residence.

“During the search, a spoon with white powder residue and scorch marks was found in the sink of the second story bathroom,” per the affidavit. “A police K9 alerted to the presence of narcotics at the entrance to Kiser’s room.”

A search warrant resulted additionally “in the recovery of multiple items of drug paraphernalia.”

On December 5, he was charged with contraband, possession of a controlled substance, adulteration or misbranding of a controlled substance, and tampering with evidence, after he was taken to Warren County jail on other drug charges.

According to the affidavit of probable cause, the arresting officer asked Kiser if he had anything illegal on him as they were leaving the district justice’s office and heading to Warren County jail.

Kiser “advised that he didn’t have anything illegal,” according to the affidavit.

“While the defendant was being booked in the jail, staff observed the defendant take an item out of his sock and put it in his mouth,” according to the affidavit.

When told to spit it out, Kiser reportedly spit a pill into the toilet, according to the affidavit.

Jail personnel “located two additional pills… that he had hidden in his sock,” according to the affidavit.

The two pills were identified as “buprenorphine hydrochloride… a schedule III controlled substance,” and the one spit out looked the same, according to the affidavit.

Kiser reportedly told jail personnel that he was given the drugs at a mental health treatment facility and he “saved them for later,” according to the affidavit.

He had been arrested for possession with intent to deliver, possession of a controlled substance, and tampering with evidence the day before after a woman at a mental health treatment facility reportedly told staff Kiser, who was also a patient there, had given her methamphetamine.

His legal issues started back in April when he was busted with 2.2 grams of methamphetamine, 75 grams of marijuana and more than 100 pills of many different types in his backpack at Beaty-Warren Middle School where he was a teacher

He was subsequently charged with possession with intent to deliver, two counts of corruption of minors, endangering the welfare of children, reckless endangerment, possession of a weapon on school property, possession of a controlled substance, and possession of drug paraphernalia.

According to the affidavit of probable cause, City of Warren Police and Warren County School District officials received an anonymous tip that Kiser was using drugs and paraphernalia during school.

Kiser was fired by the Warren County School District approximately two months later in June.

“He was placed on leave pending the outcome of the district investigation,” said Warren County School District Superintendent Amy Stewart when Kiser was terminated. “Monday’s actions were a result of the completion of the district’s investigation.”

Preliminary hearings in the two most recent cases are scheduled for 2 p.m. Tuesday, according to District Justice Raymond Zydonik.
