City to expand permit parking

Warren City Council has signed off on the creation of permit parking spaces on Fourth Ave. and Crescent Park.

The move would create an additional 115 permit spaces, similar to the permit spaces on the river-side of the 400 block of Pennsylvania Ave. West.

The spaces will be located on Crescent Park between Onondaga Ave.and Main Ave. – 60 spaces in total – while an additional 55 will be permitted on Fourth Ave. between Hickory St. and Market St.

Police Chief Brandon Deppen said the move would “aid in regulating weekday use.”

He said that the proposed ordinance would provide one no-cost permit for “each single family residence located in a zone” that does not have off-street parking. Any residence that would need a second permit would have to pay for it.

Deppen noted that the residential vehicles typically parked on Fourth “all have off street available to them.”

City Manager Nancy Freenock said PennDOT will be paving that section of Fourth Ave.this summer so line painting and signage needed to convert the spaces “probably won’t happen until the end of the summer.”

At Crescent, Deppen noted that the first few spaces nearest to the bridge are two-hour limit and would remain as such.

Deppen said those spaces could be ready to go as permit spaces in about a month. They’ll be available to rent for $30 monthly for residents and $35 for non-residents.

The rationale for transitioning these spaces to permit parking is to increase revenue, but also to increase revenue knowing that, Deppen explained, there will be upcoming work needed on the Clark Street Parking Garage.

“If feeling is that the people that use the parking system, should be paying” for the costs of the system, he said, “not the taxpayer.”
