Bail revoked for Spartansburg defendant; Post-sentence relief denied for Warren woman

Bail was revoked for a defendant and a request for post-sentence relief was denied for a convict during criminal argument hearings Friday morning.

Jessica R. Lamper, 33, of Warren, requested, through her attorney, Elizabeth Feronti, that her sentence be reduced.

“She has no issue with the length of the sentence, she’s asking for one day, so it can be a county sentence instead of a state sentence,” Feronti said.

She said Lamper would be able to more effectively participate in custody proceedings if she were jailed locally.

Judge Gregory Hammond said “any sentence I imposed… was going to result in a state prison sentence if it runs consecutive” to a pre-existing sentence.

That sentence was a county sentence with a maximum of two years minus one day. Sentences of two years result in time in state prison.

“I would have to run them concurrent,” he said. “They are two separate and distinct offenses.”

Hammond also said the reports from Warren County adult probation and the jail were not positive. “She’s had four misconducts since July. Probation advised that they felt they’d exhausted their effort,” he said. “They seemed to think she thumbed their nose at them.”

“I’d be asking the county jail to put up with her nonsense into the future,” he said. “For all those reasons, I’m denying the motion.”

District Attorney Rob Greene asked Hammond for a bail revocation regarding Victor V. Vantassel, 55, of Spartansburg.

Vantassel faces charges of terroristic threats, harassment, and disorderly conduct.

Greene said the bail order issued by Magisterial District Judge Laura Bauer specifies that Vantassel is to have no contact with the victim, including not driving past his house nor place of residence.

The victim told the district attorney’s office that Vantassel “has driven by on numerous occasions,” Greene said. “We advised him to get some kind of proof.”

Greene presented photos from a game camera set up on the victim’s property, reportedly of Vantassel driving by and, on one occasion, pointing a ‘finger gun’ out the window.

“We believe Mr. Vantassel is a threat to the victim,” Greene said.

Assistant Public Defender Mike Kitay argued that “it’s hard to make out who that person is, based on this photo.”

“Judge Bauer didn’t leave any room for discussion on her bail order,” Hammond said. “A gun signal is clearly threatening. The victim has a right to be protected from that. Clearly, that’s a violation of the bail order.”

Hammond revoked bail and issued a bench warrant for the arrest of Vantassel.
