Warren man in prison after arranged drug sale at Wal-mart

A Warren man is behind bars after he tried to sell methamphetamine to an undercover police officer at Walmart in North Warren.

Charles A. Bailor, 35, 189 Buckeye Lane, was charged by Conewango Township police officers after the incident which is alleged to have occurred shortly after midnight on Saturday morning.

He faces charges including three counts of possession with intent to deliver and single counts of intentionally/knowingly fails to relinquish firearm/weapon to sheriff required by order and criminal use of communications facility, according to the criminal complaint.

Online court records show he was preliminarily arraigned by District Justice Raymond Zydonik on Saturday and placed in the Warren County Jail after he was unable to post $50,000 bail.

According to the affidavit of probable cause, Bailor communicated via text messages and phone calls with an undercover officer on March 1 at approximately 6 p.m.

“Bailor arranged to deliver a pre-arranged amount of methamphetamine for $300 and a firearm,” the affidavit alleges. “The arrangement included meeting the undercover officer at Walmart.”

Police allege in the affidavit that Bailor arrived at the Walmart parking lot at approximately 12:23 a.m.

“Bailor was arrested and found in possession of approximately 10.5 grams of a white crystal-like substance,” the affidavit alleges. “Bailor later admitted… that the substance was not methamphetamine but he was going to attempt to sell it as methamphetamine in return for $300 and a firearm.”

According to the affidavit, a search of the “vehicle and area where Bailor was sitting resulted in the location of a Smith and Wesson .380 semi-automatic handgun. Bailor later admitted… that the firearm was his and he was going to take the firearms to Ohio where he was going to trade them for methamphetamine.”

According to the criminal complaint, Bailor had previously been convicted of felony burglary which prohibited which from possessing a firearm. The affidavit states that the conviction occurred in Pennsylvania in 1998.

A preliminary hearing in the matter is scheduled for March 13.
