Warren County Solicitor John Shreve charged with theft of services for April dumpster usage

The attorney who represents Warren County faces a criminal charge.

A first-degree misdemeanor count of theft of services was filed against John R. Shreve, 29, 313 Onondaga Avenue, Warren, late Tuesday by City of Warren Police.

Police were advised by the 911 Center regarding a theft of services complaint on April 29 and proceeded to make contact with the property manager who said that “she was notified by a caretaker of one of her tenants that a male had arrived in a maroon in color vehicle and threw several trash bags into the dumpster belonging to the apartment complex.”

Police then reached out to the eye witness.

“The eye witness advised that the male first went and knocked on an apartment door, while looking around and acting suspiciously,” police alleged. “The eye witness advised that she took a photograph of the male and the vehicle… (and) advised that she spoke to another tenant who advised that the male has been seen doing this often.”

Police went to that other tenant who said that “she knew the male was a lawyer and that he was sometimes staying with a female” who lived in one of the apartments. ”

Later that evening, police went to the dumpster and “noted several white in color trash bags with a blue drawstring. In one of the bags (police) located a piece of mail addressed to John R. Shreve.”

Police went back to the property manager who confirmed the female was a tenant “but wrote a 30-day move out notice at the beginning of March, and vacated the apartment on March 31, 2017” and also included a new address for the female.

Police “arrived at the address listed on the 30-day written notice and located the vehicle that can be seen in the picture provided by the eye witness,” the affidavit explains. Shreve “came to the City of Warren police department for an interview” and “did admit that the photo was of him and acknowledged that he did throw trash bags in the dumpster.” He also “advised that he did move the female out of the apartment complex.”

Online court records show that a preliminary hearing has been set for June 21 in the matter.
