Annual Barnes Picnic

The Annual Barnes Picnic will be held on Sunday, Aug. 28 beginning at 12:30 p.m. at the Sheffield Lion’s Den. Bring a dish to pass, meatballs and beverages will be provided. This annual event was started with the Sheffield Sesquicentennial in 1978 and has continued every year since.

The Sheffield Vets Club will be hosting a Corn Hole Tournament in memory of Walter Malloy, a past commander and initiator of their Hospital Equipment division. The Vets Club has been a major contributor to many charities and fundraising efforts in the community.

The double elimination tournament will be held on Sunday, Aug. 28 at the Sheffield’s Vets Club. Registration is 11:30 12:30, with tournament play beginning at 1 p.m. Cost is $10 per person. First-, second- and third-place prizes will be awarded.

Several other fundraising efforts will also be available. A Chinese auction will feature a patriotic wreath, a variety of gift cards and scenic framed pictures of local interests taken by Pat Malloy. Chances are 3 for $1.

In addition, a set of corn hole boards will be raffled off the day of the tournament. The tickets are 1 for $3, 3 for $5 and 8 for $10.

Tickets for the Chinese auction and the corn hole set can be purchased in advance at the Sheffield Vets Club. Winners need not be present to win.

A 50/50 drawing will be held the day of the tournament. Community members can also purchase lunch while watching the competition.

Turkey Party is scheduled for Saturday, November 19, 4 until 8 p.m. The gun raffle will follow the Turkey Party.

Sheffield Township

Supervisors

The Supervisors met on Thursday, August 4 at 6PM to pass Resolution No 449 which states that the Board of Supervisors may, by resolution, impose an annual tax not exceeding one-half mill on all real property within the township to support ambulance, rescue and other emergency services serving the Township and if an annual tax is to be imposed to support ambulance, rescue and other emergency services which exceeds one-half mill, the question shall be submitted to the voters of the Township and the Emergency Management Services Code, specifically states that emergency services include “police services”; and Sheffield Township currently has no police force serving the needs of the Township and the Supervisors have determined that having police services within the Township is vital to the health, safety and welfare of the citizens of the Township and have further determined that funding the cost of having police services in the Township will require a tax increase of three (3) mills which tax shall be imposed annually on all real property located within the Township and in an effort to increase the taxes imposed on all real property located within the Township by three (3) mills for the purpose of fending emergency services, specifically police services, which increase must be approved by the electorate, it is requested that the following question be placed on the ballot at the November 2016 general election: “Shall an additional annual tax of three (3) mills be imposed on all real property located within the township for the purpose of funding emergency services, specifically police services, to serve the needs of the township.

Also discussed was the agility program within the township with PennDOT. The secretary will put together a spread sheet to keep track of any work that coincides with the PennDOT agility program. The road crew will highlight these jobs on their weekly worksheets for the secretary then to add to the spreadsheet for easily accountability with PennDOT requirements.

The next meeting of the supervisors is Monday, Aug. 15 at 7:30 PM at the Sheffield Hospitality Center.

50th Class Reunion

The Sheffield High School class of 1966 recently held its 50th class reunion on Saturday, July 16th at the Holiday Inn of Warren. The event was well attended with 19 classmates in attendance along with their spouses and friends.

The Union Jack ballroom was decorated with displays showing the many memories of the class. A memory display table of the thirteen deceased classmates was done using a memory tree, candles, and an arrangement with the class colors of burgundy and white along with the class flower of white roses. The class flag, which was made in 1966 by classmates in home economics class, along with a bouquet of orange and black balloons, individual and group class photos, and the class yearbook of 1966 was displayed on the memorabilia table. Each classmate received a special collector tin with the dates of graduation and our 50th reunion.

The program opened with classmate Charlie Rossetti giving a toast welcoming each classmate along with spouses and friends to the special 50th class reunion. Judy Scalise and Kay O’Rourke presented a program entitled, “A Walk Down Memory Lane” which gave a brief summary of the 10th through the 50th reunions.

Sheffield Township Supervisors

The Sheffield supervisors met on Monday, August 1, for their regularly scheduled meeting.

The ambulance committee reported that they 27 calls for 668.6 miles and 41.25 man hours; 11 of those calls were from 6 a.m. to 5 p.m., five calls were from 5-11 p.m. and nine calls were from 11 p.. to 6 a.m.

The fire department presented the township with the insurance certificates for the fireworks and carnival for the week of August 14-20. The fireworks ordinance and application was topic of discussion with the fire department making many suggestions for changes to it prior to adoption of this ordinance. Supervisor Bulicz will work with the solicitor to make the necessary corrections and review it with the fire department once again.

Several courtesy letters were sent out for grass and garbage violations to Amy Bailey of 200 Horton Avenue, Jack and Jennifer Hackley of 101 Hall Street and Louanne and Steve Young of 61 2nd Mill Street. The Youngs will be sent violation letter for both grass and accumulation of garbage. Even though this house is on the blighted property list, the township still needs to continue to send violation letters for our ordinance violations. Larry Faul was sent a violation letter for his property at 22 West Main Street and the letter was returned as unclaimed. The secretary is to contact the constable and have him hand deliver to Mr. Faul.

The secretary has contacted the Sheffield VFW for two new flags at Memorial Park, as both flags are pretty torn.

A township employee’s grandmother has passed away and the township will place a memorial book in the Township Library in her memory.

Heeter Tree Service will be removing the three pine trees going up First Street and also the tree in front of Rulander’s apartments on Center Street.

A sewage connection ordinance was tabled until the next meeting.

There was much discussion on the townships relationship with the Municipal Authority.

A resolution for a referendum on the November ballot in regards to the police department and proposing a 2 mill tax increase to cover the expense of the police department was discussed. Supervisor Bulicz read an email from the solicitor explaining the resolution, which completely upset the ambulance service and fire department because of the wording. This resolution was not voted on and it was decided that perhaps a town hall meeting would best suit the situation.

The DCI competition at the Sports Complex went on without any glitches – a nice crowd and a beautiful evening on the mountain. The crowd was smaller than last year, but it was felt that the potential rain was keeping people away.

The Akers property at 4031 Route 6 was sent a certified violation letter from the solicitor for the grass ordinance violation along with accumulation of garbage violation. They will have 15 days from receipt of letter to clean up this property and 5 days from receipt of letter to have lawn mowed.

The Walter Hernandez property at 28 First Mill Street has been exonerated from an assessed value of 9,228 to 0 assessed value. The current owner of this property reported that they have removed 5,000 pounds of garbage from this house to date and are preparing it for demolition.

The roadcrew will be in contact with the City of Warren to schedule the vac truck for cleaning out Main Street drains from the post office to the maintenance garage.

The August 3 COG meeting minutes and agenda was given to each of the supervisors.

The township engineer is working on the permits for the other three dry hydrant, one is at Center Street Bridge, one is at the Horton Avenue Bridge and the third one is going to be placed at Henry’s Mills Bridge. Supervisor Bulicz along with Chief Bell are going to be attending the Authority meeting to discuss the scheduling of the fire hydrants being flushed all around Sheffield Township. This hasn’t been done for quite some time and when the chief was filling a pool recently it took 6 minutes to get the water to run clean from the hydrant.

The agility agreement with PennDOT was signed by Chairman Bulicz. Supervisor Paris reviewed the agreement with the other two supervisors informing them of all the items listed that we already do for Penndot but aren’t currently being reimbursed for it, including picking up the dead animals along the road.

Planet Energy contacted the office in regards to door-to-door solicitation. They were asked to contact the office when they are going to be in town and the secretary then would use social media and the “Sheffield Life” column to get the word out that this national gas and electricity supplier will be in town. Several complaints have already been received in the office in regards to this company and how rude these individuals are. They ask for a copy of your electric bill and gas bill and then scan them into their computers and you have then been turned off your current suppliers and onto their contracts. So please be careful and don’t give them any information unless you are willing to switch your suppliers. Sheffield Township does not have a Green River Ordinance in effect and cannot stop these individuals from coming into town.

The BP Station has been sold a repository sale to Ed’s Propety Maintenace/Debra G. Snow for a minimum bid of $250, which was accepted by the supervisors.

A new flag pole and flag is being purchased by the Clarendon VFW and Sheffield VFW and being placed at the Sports Complex at Sheffield Area Middle/Senior High School. This will be dedicated during the first home football game on Saturday, August 27. The township will cover the cost of the plaque to be placed at the base of the flag pole, which will be inscribed with “Dedicated to the Sheffield Sports Complex by the Sheffield VFW Post 8755 and Clarendon VFW/AmVets Post 314 on August 27, 2016”.

Stiffler, McGraw & Associates has performed the annual bridge inspection on Saybrook Road Bridge and found some minor problems that need to be addressed, one being the sanding, priming and painting of this superstructure and the other being installing hazard clearances signs to the bridge railing.

The drainage pipe along the entire length of First Mill Street is in need of repairs and replacement especially the section in front of 30 First Mill Street, where large trucks have crushed the pipe. Supervisor Bulicz stated that he will look at this in the daylight and deal with the part of the pipe that has been crushed first and then look at the entire street during Fall Road Inspection.

Several maintenance issues on the snow plowing and anti-skid spreading equipment need to be addressed before snow flies. The supervisors agreed to get the equipment repaired now.

The supervisors were asked if the teachers could utilize the sports complex if they strike. They were informed that this is school district property and the township only leases it from the school district.

The fire chief asked about having the trees trimmed across from the fire department on South Main Street; Supervisor Paris stated that Asplundh is in town and will be trimming these trees off the electric lines and perhaps he would like to contact the foreman, Jordan Copley, for what he is requesting.

The next meeting of the Supervisors will be Monday, August 15, 2016, at 7:30 p.m. at the Sheffield Hospitality Center.

The Sexton of the Sheffield Cemetery Association has found a cell phone and has turned it into the township office at 20 Leather Street. If you are missing your phone, please stop in to the office to identify it.
