Sheffield 500 Card Club

The Sheffield 500 Card Club met at the home of Trudy Kulka on Wednesday evening for a fun filled evening of cards. Guests for the evening were Linda Anderson and Carolyn O’Donnell. High prize went to Marsha Farnsworth, second prize went to Carolyn O’Donnell, low went to Linda Anderson. Gifts were created by Trudy and “Grubby Duck Soap” for each guest. Prizes were purchased at the Main Street Artisan Co-op in Sheffield.

Sheffield Township Police Department

Effective March 1, 2016 Sheffield Township will no longer have a local police officer on duty. Any resident of the community is to contact 911 for an emergency.

Dinner and a Movie

DINNER AND A MOVIE – March 19! Ham, scalloped potatoes, green beans, roll, drinks and dessert, followed by INSIDE OUT!! Dinner starts at 5:00, with movie to follow at approx. 6:30.

Tickets available from band and choir members, or contact Sarah Korchak to order them. $8/large, $5/small portions. Order forms were distributed to elementary students. Please order tickets by Monday, March 14 because we will not prepare more than a few extra dinners for walk-ins. Take-outs available. All proceeds will be used to purchase a new equipment trailer.

Thank you to the generous individual that purchased carnations from S.A.V.E.S. PTO so that every student at Sheffield Area Elementary School received a carnation for Valentine’s Day. Not only did your generosity provide a smile on students’ faces but you also helped fund the end of the year 5th grade classes’ field trip. Thank you!

SAES Spring Craft Show at Sheffield High School

On Saturday, April 30th the SAES PTO will be hosting a Spring Craft show and is looking for crafters and vendors. They are offering 8 foot tables for $15 per table. The show time will be from 10AM to 4PM this day and vendor and crafters can set up from 7-9:30 AM. Please contact Michele Streich 688-9814 for more information.

PiYo Class at Lion’s Den

Every Tuesday from 6PM 7PM there is a PiYo exercise class being offered at the Sheffield Lion’s Den. Classes is led by certified instructor Karen Hulings. This high-intensity, low impact class is open to anybody for a donation only. Be sure to bring water and an exercise mat if you have one.

Sheffield Depot Preservation Society recognizes National Train Day

On Saturday, May 14th the Sheffield Depot Preservation Society will be recognizing National Train Day with a cookout and an open house at the Depot.

New Polling Place in Sheffield Township

Supervisors

The Sheffield Township Supervisors met for their bi-monthly meeting on Monday, February 15th at the Sheffield Hospitality Center where a Mill Street resident read the minutes of July 20th, August 26th, September 21st, October 5th October 19th, November 2nd, November 22nd, December 7th, December 21st and January 4th the parts of the minutes that pertain to the sewage issues at 26 First Mill Street. The resident stated he contacted Todd Fantaskey, Sewage Enforcement officer for Sheffield Township who informed him that the owner has found the problem and will be fixing the issue. Mr. Fantaskey also told him that the township realizes that he is not in compliance with his violation letter but since he is doing something and in contact with us, we aren’t pressing charges against him. This resident was very upset with the townships decision to not fine him. We have lived with this mess and raw sewage running down the streets and in my yard since July now and you are not choosing to fine him are you people crazy he stated. He also stated that the garbage behind 28 First Mill Street has been there for years and that Frank Bowley came to township meetings complaining about, his poor wife Bonnie came and complained and both of them have since passed away. Poor Becky Crooks has complained for how many months now as well, but yet still nothing gets done. When are you people going help us out and get this mess taken care of. The resident also stated I hope myself and Becky don’t have to die before something gets done. Supervisor Labesky read what was on the agenda in regards to 26 First Mill Street; The property owner called the Township and Todd Fantaskey on Monday, the 8th of February to inform us that he had Roto Rooter there on the 8th of February and they found a leaky water line that is definitely contributing to the water in the basement issue and a broken sewage line that connects to the public line. He is replacing both and has told me that he has hired Justin Snell to do the sewage line replacement project. He is replacing the interior water line that is broken by himself. Once this is done he is then going to pump out the crawl space and lime the affected areas. Todd states “I know he is past the 30 days, but I would rather not be in front of the DJ if he is acting on our requests be it a little late. Just his personal thoughts, and is able to do whatever the Twp feels is in their best interest. Supervisor Labesky stated that we will be discussing this during executive session. Supervisor Paris stated why can’t we discuss this in public rather than during executive session. The people need to hear our decisions on this Supervisor Paris also stated. Supervisor Paris made a motion to fine the owner of 26 First Mill Street for not complying too the violation letter in a timely manner and included in these fines will be the cost of the Sewage Enforcement Officer along with our solicitor costs that have been endured, seconded by Supervisor Labesky and duly carried. The secretary is to contact Mr. Fantaskey and have him move forward with charges.

Chief of the Fire Department informed all that 6 members took the Railroad Response class in Kane and 4 members of the volunteer fire department were in classes for EMR, 1st Responders. He also asked for approval for the utility truck to get new brakes at Johnson’s Tire Service for a cost of $800. This motion was made for approval. It was also stated that our EMC, Doug Repine attended the Railroad Reponse class. The second Fire Chief thanked the secretary for finally getting the registration and license plate for the F550 that was purchased from Big Run Fire Department.

A Saybrook Road resident asked about the property across the street from him. The Curtis/Zofcin property was issued a citation letter on 9/16/15 that was hand delivered to them by Chief Madigan. The 20 year old son signed for this letter, however Chief Madigan cannot locate the signed green card. He informed Supervisor Paris that it was in his car somewhere. Mr. Johnson also asked about the accumulation of garbage, aren’t you required to have garbage pick-up in Sheffield Township. Supervisor Paris informed Mr. Johnson that this was part of the letter that was hand delivered to this property. Supervisor Paris will be visiting this property and hand delivering a letter to them.

We received a letter from PennDOT regarding PennDOT’s efforts to create a central database of traffic signals in Pennsylvania. The internet-based database is called the Traffic Signal Asset Management System (TSAMS). TSAMS will benefit all traffic signal stakeholders, including municipal signal owners, maintenance contractors, regional planners, signal manufacturers, signal vendors and PennDOT District Traffic Units. This centralized database is a valuable resource that will assist these stakeholders with budgeting for maintenance and operations, traffic signal management and long-range planning. The TSAMS database will be available for our record keeping and analysis purposes when the system goes live in the summer of 2016. Dan Thayer, Roadmaster and Mark Hoden, contractor for traffic signal maintenance services are listed for Sheffield Township.

Thomas Sonntag’s Stormwater Application for his new camp at 1415 Route 948, a holding tank application and his recreational cabin affidavit were all approved.

Supervisor Labesky will be preparing the grant for the food pantry for repairs. The secretary and Mr. Labesky met with the Food pantry board members to go over some pertinent information for the grant paperwork.

Ray Brewster is asking for gravel on the road behind his apartment. The road was damaged by the fire trucks coming in to fight the fire at 17 Center Street. It was discussed that the property owner of 17 Center Street would be responsible for fixing this private driveway, not the township. The owner of the apartments will need to contact the owner of 17 Center Street.

The township received a letter from the school district in regards to the gate receipts and they continue to be of the conclusion that the District has no obligation to pay the invoice for the passes of their employees as the agreement between the parties does not provide any such requirements. The lease will be reviewed by the Supervisors.

Denny Snyder’s property on Foulkrod Street was discussed, he signed for an Ordinance #33 Solid Waste Ordinance violation letter on January 11th the letter granted him 5 days to get the windows boarded up on the building and 30 days to clean up this property. The Chief will need to investigate.

Menash, the owner of 17 Center Street contacted Supervisor Paris on Feb 10th asking for an extension for his Ordinance No 33 violation letter. He signed for it on Feb 3rd and he has until March 3rd. He stated that he has been in contact with Fox and Son’s Excavating and two other companies for clean up quotes. Supervisor Paris asked him to please put his request in writing and it will be considered at our next meeting. The township has not received any letter for extension. Supervisor Paris also asked Menash if he has sent the township the payment for the cost of the fuel that was used during the fire, Menash asked Supervisor Paris what ordinance does this relate to? Supervisor Paris informed him that this a good faith to pay this bill to the Township, the fuel was used to put out the fire at your property there is no ordinance that reflects this. It was decided that the violation process will begin on March 4th if nothing is cleaned up prior to this date. Keith White Excavating contacted the office for an update and that they have not paid the $1,400 bill with them yet either.

We received a complaint from Fred Thomas that the catch basin in front of his house is collapsing. This is right where he parks his bus. The road crew has checked this out and will repair it when they can poor concrete. Auditor General’s office called in regards to our 2014 Audit, the only change that needed to be made was the auditors put state pension funds in federal funds rather than state funds, so the auditor made the change and reminded the treasurer to let the auditors know this for this year. The Auditor General Office also asked if the Municipal Authority has seized operation and what happened with the $12 Million dollars that was on the balance sheet in 2012. The auditor was informed that the Authority is still in existence. She stated the last audit received from the Authority was 2012 and nothing has been submitted since. The Authority stated that all payments are being made on time to Pennvest and Ray Haines has spoken with the Auditor General’s office regarding the issues. The Supervisors are to keep an eye on this.

Steven and Luanne Young owners of the property at 61 Second Mill Street have been invited to the Re-Development Authority Meeting Tuesday, February 16th at 8AM at the Court House.

The Fire Police requested their PA Fire Police Dues be paid for by the Township at a cost of $98 for 9 members at $10 2 lifetime members at $4 per person, this was approved. A 4 Mile Road resident contacted the office asking for Chief Madigan to investigate a van that was out front of her house taking pictures of her home. The resident approached the lady and asked her what she was doing and the lady said she was from the Census Bureau however she never showed a badge. The chief will be in contact with this resident. The township received notification from National Fuel that they are going to be installing a utility line which will be crossing two mile run and also a notification from Weldbank Energy Corp that they will be drilling in Mead Township. The next meeting of the Township Supervisors is Monday, March 7th at 7:30PM at the Sheffield Hospitality Center.

Warren Gives

The 2016 Warren Gives online day of giving event will be held Wednesday May 18th. Each year, in preparation for the event, meetings are held for participating organizations to help them prepare for the big day. This year in addition to 2 meetings to be held in Warren, we are also holding 4 more meetings all in communities outside of Warren in an effort to make it as easy as possible for everyone to attend. We cover what’s new for 2016, and share ideas to help organizations increase donations to help fund their mission and critical needs.

Good promotion takes some time and planning. These meetings are intended to help that process and starting now can make a lot very achievable. All participating organizations are encouraged to attend one of these meetings you’ll be glad you did.

The Warren Gives event is sponsored by the Community foundation of Warren County and in 2015 raised over $302,000 including $35,000 in match pool dollars all in 16 hours! 100% of funds raised go directly to the almost 100 participating organizations, many of which serve or benefit the Sheffield community. Valentines Bake Sale

Today from 9AM-Noon at Peterson’s Hardware there will be a bake sale to benefit the Allegheny National Forest’s Relay for Life Team’s Pledge to Fight Cancer. They will have Valentine’s/Sweetheart Cookies, Muffins, Brownies, Bread, and other Baked Goods. Please come out and support this very worthy cause! Team ANF is doing our 2016 Relay for life walk in honor of one of their co-worker’s spouses, Scot Hickey, currently undergoing treatment for cancer.

Music Booster’s February Dinner and a Movie

February Dinner and a Movie is tonight at the high school cafeteria. Homemade spaghetti and meatball dinner begins at 5:00 in the cafeteria with FINDING NEMO to follow at about 6:30. Large portions (3 meatballs) are $8. Small portions (1 meatball) are $5. Dinner includes salad, bread and drinks. Popcorn and water will be available $1 each.

This month is a double feature! PITCH PERFECT will begin shortly after NEMO is over. Elementary students must be accompanied by an adult, as this movie is really not meant for young children. Middle and high school students need to have a parent signature to stay without them… for safety reasons. Parents attending the dinner but not staying for the movie can sign there. Otherwise, students need to pick up a permission slip from Mrs. Korchak. Once the second movie starts, we must remain in the auditorium and band/choir room areas. Alarms will be set and we will exit through the side auditorium or band room doors. All proceeds go toward the purchase of a new band trailer!

Warren Gives Meeting

The 2016 Warren Gives online day of giving event will be held Wednesday May 18. Each year, in preparation for the event, meetings are held for participating organizations to help them prepare for the big day. This year in addition to 2 meetings to be held in Warren, we are also holding 4 more meetings all in communities outside of Warren in an effort to make it as easy as possible for everyone to attend. We cover what’s new for 2016, and share ideas to help organizations increase donations to help fund their mission and critical needs.

Good promotion takes some time and planning. These meetings are intended to help that process and starting now can make a lot very achievable. All participating organizations are encouraged to attend one of these meetings you’ll be glad you did.

The Warren Gives event is sponsored by the Community Foundation of Warren County

The meeting in Sheffield will be held at 1 p.m. Saturday, Feb. 20, at the Sheffield Volunteer Fire Department.

Supervisors

Notifications have been sent out for the new polling place at 318 South Main Street, Sheffield VFD by the voter registrations office. All registered voters should have received this notification. Resolution No. 445 2016 Tax Rates was adopted and reflects a 1.5 mill tax increase.

The township solicitor advises us to send 17 Center Street Trust, LLC in Jamestown, N.Y., a Nuisance Ordinance Violation letter for the clean up of this property and if he doesn’t respond, then fine him according to the ordinance, then we could go with the clean up and placing the lien against one of his other properties, which is pursuant to Act 90. The fine for violating this ordinance is between $200 and $600 and the district magistrate will set this.

The township received a letter from a concerned citizen in regards to the parking situation at the high school. He stated with all the fire lanes parking is limited. We are discouraging instead of encouraging participation at the events at the high school. Perhaps a back entrance into the school would be helpful since all the parking is in the back of the school. This letter was also sent to Norbert Kennerknecht, director of buildings and grounds for the Warren County School District.

Mead Township and Pleasant Township have reviewed and accepted the changes that were made to the Crack Sealer Agreement. It was then passed onto Glade Township which has requested that our solicitor review this prior to acceptance.

Wednesday, Feb. 1 at 6:30 p.m. at the St. Paul Center is the next meeting of the Music on the Mountain committee. Supervisor Paris reviewed a letter that she has ready to go to the Music on the Mountain committee in regards to the rental of the property for the DCI Competition on July 29. Supervisors Labesky stated that it cost over $900 of township funds to prepare the facility for this event. This includes the hours that the road crew works there to line the field. Recently we had a representative from the company that laid down the track surface and they quoted the township a price of $60,000 to resurface the track, which will have to be done in the next 5 years. All monies raised at the sports complex stay at the complex and is shown in a separate account. Supervisor Bulicz will attend the meeting of the committee and take Supervisor Paris’s letter.

In regards to the Agreement with D & I Silica, LLC/HiCrush and their gift of their property to the township, the assessment office stated that the house is not a commercial property, only the garage below is commercial, the house is listed under agricultural. It was never changed when it was sold from a home to an office. Selective Insurance will cover this property with basic fire insurance when we are ready and only until July at which time they will shop the market for other insurance carrier for a vacant property. Supervisor Paris presented all present with a list of pros and cons with this property if the township would take over ownership. The only pro was an abundance of space to house our equipment and anti-skid material. Included in the list of cons was the removal of the tax revenue approximately $5,000 from our budget, increase of $800 on our insurance policy, maintenance of the property which would include plowing and cindering in the winter months and mowing and trimming during the summer months.

With a motion by Supervisor Paris, seconded by Supervisor Labesky and duly carried the offer was rejected from D & I Silica, LLC/HiCrush for the donation of their property on Route 6. The secretary was instructed to thank them for this offer but explain all the issues at hand.

Supervisor Labesky met with two camp owners on Route 948 in regards to the floodplain maps who were questioning about the appeal process. Supervisor Labesky reviewed the criteria for appeals of the flood insurance rate maps. The township sent out 452 letters to property owners who are within the floodplain based on the new maps known as Flood Insurance Rate Maps (FIRMS). If anyone feel there has been an error you can file an appeal with FEMA during the 90 day appeal period, December 23, 2015 March 22, 2016 the public comment period. The township can provide the information or the criteria to file an appeal. An appeal must be based on data that show the new BFE’s (base flood depth) or SFHA(special flood hazard areas). All analysis and data submitted by appellants must be certified by a registered professional engineer or licensed land surveyor. This all should be finalized by April 2017.

The township received a letter from the Sheffield Ambulance Service, which was read by Supervisor Bulicz during the meeting informing the Supervisors for the need of a police officer in this township.

Much discussion in regards to the truck that is parked at the corner of Pickering Street and South Main Street. It is parked in a 2 hour parking spot, however it is there all the time.

There being no further business the meeting was adjourned at 8:30 p.m. to an executive session to discuss health insurance and the road crew. The next meeting of the supervisors is Monday, Feb. 15 at 7:30 p.m. at the Sheffield Hospitality Center.

Valentines Bake Sale

Saturday, Feb. 13 from 9 a.m. to noon at Peterson’s Hardware there will be a bake sale to benefit the Allegheny National Forest’s Relay for Life team’s pledge to fight cancer. They will have Valentine’s/Sweetheart Cookies, Muffins, Brownies, Bread, and other Baked Goods. Come out and support this worthy cause! Team ANF is doing our 2016 Relay for life walk in honor of one of their co-worker’s spouses, Scot Hickey, currently undergoing treatment for cancer.

February Dinner

and a Movie

February Dinner and a Movie is Saturday the 13th. Homemade spaghetti and meatball dinner begins at 5 p.m. in the cafeteria with “Finding Nemo” to follow at about 6:30. Large portions (3 meatballs) are $8. Small portions (1 meatball) are $5. Dinner includes salad, bread and drinks. Popcorn and water will be available $1 each.

Elementary students received an order form for tickets. Middle and high school students can get tickets in the band office. Community folks should contact a band or choir student or Sara Korchak to pre-order tickets.

This month we have a double feature. “Pitch Perfect” will begin shortly after “Nemo” is over. Elementary students must be accompanied by an adult, as this movie is really not meant for young children. Middle and high school students need to have a parent signature to stay without them… for safety reasons. Parents attending the dinner but not staying for the movie can sign there. Otherwise, students need to pick up a permission slip from Mrs. Korchak. Once the second movie starts, we must remain in the auditorium and band/choir room areas. Alarms will be set and we will exit through the side auditorium or band room doors. All proceeds go toward the purchase of a new band trailer.
