Sheffield Rod & Gun Club 75th Anniversary

On Saturday, September 19, the club will be celebrating its 75th Anniversary, beginning at 1 p.m. Food will be served at approximately 3 p.m., DJ Doug will be there at 5 p.m. and fireworks are at dusk.

Cornhole Tournament and Chicken & Biscuit Dinner Benefit

At noon on Sunday, September 13, at the Sheffield VFW Pavilion, a cornhole tournament will be held at $20 per team. Also at noon and until its gone, there is a chicken & biscuit Dinner in the Sheffield VFW dining room. The meal includes chicken and biscuits, veggies, dessert, lemonade and coffee; eat in or carry out for $6.00. All proceeds from this event will go to Abbey Schmader and Jim Fitch.

Community Blood Bank Drive at Sheffield United Methodist Church

From 2:30-5:30 p.m. Wednesday, September 2, the Community Blood Bank will be having a blood drive at the Sheffield United Methodist Church. Walk-ins are welcome or make an appointment at www.fourhearts.org. To donate blood, you must be at least 16 years old with a signed CBB parental consent form, or at least 17 years old; must weigh at least 110 pounds and be in general good health. Eat a good meal at least four hours prior to donating. Photo ID is required.

Backpack Program

The Rouse, Warren Times Observer, WCCBI and Second Harvest Food Bank are working on a “Business to Business” Food Challenge to benefit the BackPack Program of Warren County. Presents & Posies in Sheffield will be collecting food the entire month of September. Supplies needed are single serve items such as pudding, Jell-O cups, fruit cups, canned pastas, soups, etc. The BackPack Program is hoping to be able to assist 40 percent of the elementary students which is approximately 340 children. It takes about 55,000 pounds of food to feed the WCSD children in the program for the whole school year. This is a fantastic opportunity to show how much you care for the local children of Warren County.

Meet the Teacher at Sheffield Elementary School

At 3 p.m. Monday, August 31, Sheffield Elementary School will be having a K-5 “Meet the Teacher” event. Come meet your teacher, visit your classroom and ask/answer any questions. You can drop off any school supplies at this time as well, if you like.

Local 9/11 Program

Sheffield Area Elementary School will host a 9/11 Program for local service personnel at 8:30 a.m. September 11. K-12 students are encouraged to wear red, white, and blue. Service personnel are encouraged to come in uniform and sit with their service organization. Sign-in at the elementary office and report to the gymnasium.

Sheffield Hospitality Center

The menu for the week will be: Monday will be roast beef, potatoes & carrots, home made rolls and cherry crisp for dessert. Thursday’s choice of broccoli & cheese soup or hamburg vegetable soup, ham salad sandwiches and peanut butter Fluff. Friday, baked fish and tater tots and fruit. Menu is subject to change depending on deliveries.

Some of this weeks highlights will be: Monday, start the day off with a ‘Game of Ball’ at 11 a.m., lunch at noon and monthly 50/50 drawing. From 3-4 p.m., we have exercise by DVD; this is after everyone else goes home, so if you would like a free exercise stop in and join us, we always have a good time.

Many thanks to Robbie for supplying us with zucchini, beans, squash and so much more on a weekly basis, you went way beyond and you are appreciated.

The popular Sheffield Kitchen Band will be performing at the Rouse Home; you may of seen the beautiful float in the Sheffield parade, now you have a chance to join them for this rewarding experience just call 968-5667. No experience needed.

Join us Thursday for the advisory council meeting, starting at 10:30 p.m., we welcome all suggestions & concerns. Topics will be the upcoming community spaghetti dinner to be held on October 14 from 4:30-6:30 p.m. by donation. Take outs will be available. The Thanksgiving Basket will filled hopefully by end of September. All donations are accepted, either drop off or call and we will pick up.

The hospitality center will be closed on Labor Day.

Sheffield Sports Boosters

The Sports Boosters are raffling off a gun-of-the-year; it’s a Smith Custom Hunting Rifle or $2,500 cash. Tickets are available from any Sports Booster for $10 and will be available on Friday, November 27, at the Sheffield Fire Hall at the 2015 turkey party. Doors open at 6:30 p.m.. Sheffield Township Tax Collector’s Hours

Lorie Corbin, Sheffield Township Tax Collector will be collecting taxes at the Township Library at 20 Leather Street on September 21st, 23rd and 28th from 6PM-8PM and also September 26th 9AM-12PM and September 30th from 4PM-7PM. These are her only office hours at the Township Library, please do not go to her home to try and pay your taxes. Sheffield Township Supervisors

The Sheffield Township Supervisors met on Monday, August 17, for their bi-monthly meeting.

Jill Slomski from the Niche Team out of Erie was present discussing what she has done for Conewango Township in the way of personnel policies and job descriptions for the employees of Conewango Township. She stated that getting your personnel policies and job descriptions up to date empowers supervisors and reduces risks among employees. She stated that it took six weeks with Conewango Township to complete the task. She met with employees and went over every aspect of their jobs. She also said that there are no ordinances or resolutions to pass, just accepting the new policies and job descriptions. The supervisors agreed to give Ms. Slomski the current policies and agree what price for her services.

Charles Johnson of Saybrook thanked the road crew for a great job at the end of Saybrook Road. “You can now actually see down the road when pulling out of Saybrook Road onto Route 6.”

FEMA will be holding a meeting from 6-8 p.m. August 27 at the Jackson Court Room, 2nd Floor, Warren County Court House, 204 Fourth Avenue, Warren, to discuss the new Flood Insurance Rate Map, the Flood Insurance Study and the National Flood Insurance Program. Supervisor Labesky, Solicitor Stapleford and Engineer Jeff Holcomb will all be in attendance.

There were complaints received in regards to the painting of the cross walk in town and the “school” sign on the road up by the high school. This hasn’t been done for three years, according to the caller. Roadmaster Thayer will see about getting a template for the school sign and stated that the crosswalks were all painted.

The Sheffield Sports Boosters are wondering about the longevity of track and what the time frame is on the re-surfacing and lining of it. The secretary has contacted Vasco, the company that put the track surface down and representatives will be coming to meet with the boosters and supervisors for an inspection of the track and make recommendations.

The turn-a-round at the end of Four-Mile Road was discussed and Lee Lewis is going to haul dirt and the roadcrew will level it out.

A meeting was held with Wes Ramsey from Warren County Conservation District, Kevin Bell and Supervisor Labesky in regards to placement of dry hydrants. Wes stated that a hydrant kit is for sale through the conservation district for $225 each and each kit contains a hydrant head and a strainer along with a “No Parking” sign. The township would need to provide the pipe.

Dennis Sturdevant has informed the township that the old Epstein property, the carriage house, has been deeded in a trust to the Sheffield Depot Preservation Board of Directors from Mr. Howe, current owner.

On Tuesday, August 11, Alison Schmidt from DCED Northwest Regional Office in Erie was in Sheffield to meet with the building committee of the Sheffield Food Pantry, Architect Skip Lindsey and Supervisor Labesky. The purpose of this meeting was to have Alison Schmidt explain the various programs administered by DCED. The four programs are: Neighborhood Assistance Program, Special Program Priorities, Neighborhood Partnership Program, and Charitable Food Program. Under these programs, it gives business and corporations to contribute to neighborhood organizations and non-profit in turn receive tax credits. It appears that the Neighborhood Assistance Program will be the one the Food Pantry Board can take advantage of to rehabilitate their new location.

The Sheffield Sports Boosters have asked the secretary to research the cost of lights for the high school football field. The secretary has been in contact with Greg Latimer from the Warren Sports Boosters and also Penelec, and is waiting on prices.

PennDOT is considering the “Except Local Deliveries” being added to the 10 Ton Weight Limit sign at the end of Horton Avenue and South Main Street intersection. The posted roads specialist contacted the office and is also contacting John Sixt at the Container.

Ian Lester, assistant roadmaster, received a compliment from a Hathaway Lane resident for the great job on mowing both sides of the ditch on Hathaway Lane.

Complaints were received in regards to Don Boutelle’s wrecked car sitting on the road on Oak Street. It’s his daughter’s car and she hit a deer and it has been sitting on street for more than 10 days with no license on it.

The township received a list of July permits issued for Sheffield Township through the City of Warren: Dean Gourley of 37 First Mill Street for a covered porch, Tom Bulicz of 102 Church Street for a covered porch, Tom Bulicz of 20 West Main Street for replacing existing deck and Kirby Lindsey of 765 Utah Road for a demolition of a single-family dwelling.

An accumulation of garbage and rubbish violation letter was sent to Charles and Corinne Haugh of 106 High Street for the mattress and couch that is thrown out in their back yard and a burning of garbage violation letter has been sent to Thomas Bartlett of 41 Dunham Street. The garbage has been removed from the Haugh’s property.

The township received the list of certification of municipal claims from the solicitor, for any claims against any of the properties and are asking us for the list so that they can be added to the tax sale. The secretary will inform the solicitor of the claims.

Patty Vargas or Carl Bates have yet to respond to the Blighted Property Resolution so on August 24 it will be turned over to the Redevelopment Authority of Warren County.

The fire department asked the road crew to line Memorial Park for the drum and bugle exhibition on Saturday after the parade. Thank you notes were sent to all the contributors of the playground program. The special events form for the parade has been approved through PennDOT.

The township received payment for a single family mound from R. Laskowski, who owns a camp on Four-Mile Road and a privy replacement permit from J. Oblock for their camp on Four-Mile Road. The 2013 Liquid Fuels Attestation Engagement from the state auditor was available for review. The 2015 Community Development Block Grant Program application was received; $227,000 is available this year and applications need to be submitted by September 28.

The roadmaster reported that the storm line behind the Container went in well. There were a few problems with the location of sewage line, due to the fact that the authority didn’t respond to the one calls. But it is done and hopefully will help with the drainage problems during high water. The Church Street drainage problem at the Kyler’s property was fixed and we are still waiting on some netting for grass and also the end wall needs a safety grate.

The township received a thank you from the Sheffield United Methodist Church for the patchwork that was done on their parking lot.

The next meeting of the Sheffield Township Supervisors will be at 7:30 p.m. Monday, September 21, at the Sheffield Hospitality Center. Because of the Labor Day Holiday there will only be one meeting in September.

Some of this week’s highlites will be: Monday – Blood pressure testing with Vanessa from Kane Home Health from 10:30 a.m. to noon; no appointment is needed; Tuesday – Mystery lunch, leaving at 11 a.m. for somewhere in Warren County; Wednesday – grocery shopping or appointments within the Warren area; give us a call by Monday and we will make your reservation for you with TAWC, they will pick you up at your door. This is also the Shop in Erie day with friends; shop the mall then we all go for lunch and always stop at TJ’s in Corry for ice cream on the way home.

Mark your calendars for the last picnic of the year on Thursday – bring a wrapped or bagged gift, lunch at noon at the Sheffield Rod & Gun Club. Come early and help shuck corn. Enjoy grilled hot dogs and some of the best steamed corn ever. After lunch stay for a game of Rip-off and witness for your self some of the silly antics that go on.

Fireman’s Festival

The Sheffield Volunteer Fire Department will hold its 53rd Annual Fireman’s Festival from Aug. 16 through Aug. 22.

The Festival kicks off on Sunday, Aug. 16 with the Chicken BBQ. The Sheffield Rod and Gun Club Chicken Crew prepares the chicken for us and the SVFD Auxiliary cooks the rest of the meal. The dinner consists of half chicken, baked potato, baked beans, cole slaw, dinner roll, and a cupcake for dessert. The cost of each dinner is $8. You must have a ticket to receive dinner. Dinners are at noon and 3 p.m. Tickets will be available at Peterson Hardware, Repine’s, and from Melanie McMillen. On Tuesday, Aug. 18, the carnival grounds open at 6 p.m. American Amusement Rentals will be back this year to provide our family fun entertainment. The midway will open from 6-10 pm from Tuesday through Friday and will open at noon on Saturday. Tuesday is also Kid’s Night starting at 6:30 pm which is just a few added games for the kids to win some prizes thanks to our sponsors who support this event each year!

There will be two nights of Ride-A-Rama which is Wednesday and Friday at the price of $10 and on Tuesday, Thursday, and Saturday the price is $12.

On Wednesday, Aug. 19, Bingo will be played in the Fire Department Social Hall. The doors open at 4:30 pm, early bird games at 6 pm, and regular games at 6:30 pm. Also a reminder that Ride-A-Rama runs from 6-10 pm.

On Thursday, Aug. 20, we will have our Pet Parade at 6:30 pm. Feel free to contact April Hayes at 968-5231 if you would like to register or have any questions on this event.

Friday night, Aug. 21, will feature Ride-A-Rama from 6-10 pm for the price of $10.

Saturday, Aug. 22 is a big day for us this year. The return of music to our parade as well as a Small Drum Corps Association Show following the parade has been a welcome addition to the Festival. Note the new parade time is 1 pm! The Smokin’ Hot SDCA Show will be held at 4:30 pm, across from the Fire Hall on Memorial Field in front of the bleachers. No tickets are needed for this as we will be taking donations at the time of the performance. This is not a judged show. The four participating Drum Corps are Johnsonburg Grey Knights from Johnsonburg, Hit Men Brass Band from Rochester, NY, Mon Valley Express and Kittanning Firemen’s Band from Armstrong, Butler, Indiana, Westmoreland, and Allegheny counties. Stay after the parade and watch these talented musicians! At around 10:30 pm, a fireworks display will be put on once again by Starfire Corporation.

After the fireworks, we will draw the grand prize. Tickets are $5 each. Fifth place wins $150, fourth place wins $250, third place wins $500, second place wins $1,000, and first place wins the grand prize of $2,500. Tickets are available at local businesses and from any firemen.

We will also be holding a basket raffle. Come see the variety of baskets in our Basket Raffle Tent on the grounds beside our Fireman’s booths. The drawing will be held on Saturday evening. The money earned from this raffle will go towards defraying the cost of the Festival.

So mark your calendars and save the date! All 100 percent profit goes back to the SVFD for major purchases and paying the monthly bills. This is our largest fundraiser of the year and we can’t do it without your continued support.

On Tuesday, Aug. 18 Russell Standard will be in Sheffield to tar and chip the following streets: First, Second and Third Mill Street, Sawmill Road, Central Avenue, Church Street, Keystone Avenue, Center Street from Pickering Street to Pratt Street and Van Ettan Avenue. Have your vehicles off the streets during this time.

The menu for the week will be Monday; Stuffed shells, tossed salad with Kelly’s homemade dressings, rolls fresh from the oven and Cream Puffs for dessert. Thursday brings our ‘annual Luau’ we provide the ham you bring a dish to pass for this festive event. Friday’s menu is Taco salad and fruit for dessert.

We have scheduled the Birthday Picnic at the Sheffield Rod and Gun Club once again. This annual event is enjoyed by all, don’t forget your wrapped gift for the game of ‘Rip-Off’ after lunch. The corn will be steaming and the hot dogs grilling, calico beans and so much more. Thanks to the Warren girls for their donation of assorted cupcakes to be enjoyed by all. After lunch be entertained for the game of ‘Rip-off’ for all to enjoy.

The Sheffield Kitchen Band and seniors from the Center will be in the Firemen’s Parade starting at 1 pm Saturday. A lot of work has been put into this float all designed by Nancy Benson and participated by all.

Lorie Corbin, Sheffield Township tax collector ,will be collecting taxes at the township library at 20 Leather Street on Sept. 21, 23 and 28 from 6 to 8 p.m. and also Sept. 26 9 a.m. to noon and Sept. 30 from 4 to 7 p.m.. Friday, August 14, 7:30-9:30 p.m.: Perseids Meteor Shower Paddle – Come to the Beach Concession Stand for a short lesson on basic boating safety and join us for a night paddle to view the perseids meteor shower. Pre-registration is required as kayaks are limited. You may bring your own kayak but you must still register. The program fee is $5 per adult and $2 for youth between the ages of 8 and 12. This program is not recommended for children under the age of 8. Youth are required to use a tandem kayak with a responsible adult. Those under 18 must have an adult present to sign a waiver. There are a limited number of tandem kayaks available upon request. Registrations can be made by calling the park office at 723-0250 by Friday, Aug. 14.

Saturday, August 15, 3-5 p.m.: Woodhick Hike – Come join the Chapman Logging Co. as we move back to the late 1800’s. Experience what a logging camp might have been like. Learn to measure and identify trees, use primitive logging tools and build a fire. Enjoy a woodhick meal and sample “stick honies.” Lumberjack costumes are encouraged but not mandatory. Your experience will begin at the warming hut (Pavilion #5).

8-9:30 p.m.: Exploring The Night Sky: Perseids Meteor Shower – Join Tom Traub, Project Director for the Martz Observatory, and learn the essentials of stargazing. We’ll be trying out the park’s telescope to discover where and when to look for meteor showers, planets and deep sky objects. If you have a telescope gathering dust, bring it out and get some tips on using it from an expert. Meet the park naturalist at the Beach. Remember to bring a jacket and flashlight. (In case of rain program will be held indoors at the Beach Concession Stand)

Sheffield Township Tax Collector’s Hours

Awareness for Abbey

Please join us on Sunday, September 20, at the Sheffield Fire Hall on Main Street in Sheffield from noon to 6 p.m. There will be basket auction, bake sale, 50/50 drawing, craft sale, Texas Hold Em’ tourney (Bettin’ on Abbey), bracelet and t-shirt sales, food and more.

Abbey Schmader is the 14-year-old daughter of Dale (Buddy) and Jodie Davidson Schmader of Sheffield, who has been diagnosed with AR, Alveolar Rhabdomyosarcoma. This is one of the most aggressive forms of childhood cancer. Abbey started her chemotherapy treatments last month. She and her family will be consistently traveling to Pittsburgh, sometimes staying for days at a time. The family would like to thank everyone for the support and constant prayers, and ask that you keep them coming.

An “Awareness for Abbey” bake sale will be Saturday, September 5, at Peterson’s Hardware Store. The sale will run from 9 a.m. to noon, or sold out. We will also start raffle ticket sales for two Steeler “game day” baskets of goodies with the focal item being a homemade Steelers fleece blanket. The drawing for the baskets will be at the big fundraiser on Sept. 20.

Sheffield Township Supervisors

The Sheffield Township Supervisors met for their first meeting of August on Monday, Aug. 3, at the hospitality center and Dave Sherman, executive director of the Warren County Visitors Bureau, was present, addressing a concern that was brought to the visitors bureau in regards to the PA Wilds sign that has been placed at Memorial Park. He and Cora Lee Wenzel, president of the board of directors, were both questioning how the township feels about this sign. Supervisor Labesky stated that one person’s concerns do not speak for the whole township and the supervisors are perfectly fine with this sign.

Sherman also informed the supervisors that a surveymonkey is being used to brand Warren County as a Route 6 Alliance expanding region; August 19 is the next meeting at Music in the Park by the Hickory Street Bridge. One-hundred surveys have already been filed.

The township received complaints in regards to Todd Swartz’ property on West Main Street last week. The secretary has asked the roadmaster to have it mowed and another lien will be added for this year’s mowing season.

The minutes from the meeting in regards to fire hydrants with the authority, supervisors and fire department have been given to each of the authority member to review at their meeting on Thursday, August 6. The supervisors would like a signed copy returned to township. Supervisor Bulicz asked the secretary if the letters asking Tachior Resources and Sheffield Container for permission to place dry hydrants on their property pending Warren County Conservation District approval have been sent out; she stated they had not yet but would be sent this week.

The Special Events Form through PennDOT for the closing of Route 6 for the parade on Saturday, August 22, at 1 p.m. has been sent to PennDOT for approval, along with a township insurance certificate with PennDot named as an additional insured.

Casey Kulka will be helping out at the playground program, as she is in need of some community service hours from a non-profit organization. Hannah Vile is off for a family vacation this week, so Casey will fill this position at no cost. Her clearances are on hand.

PennDOT asked if the township would like to plow Horton Avenue during the winter months under their Winter Municipal Maintenance Agreement. It is 1.3 miles of road which PennDot reimburses at $1,656.22 per mile, or $2,153.09 for Horton Avenue. The reimbursement check would come in November prior to plowing season and if it’s a bad winter and adjustment check would come after the winter season. The supervisors decided not to enter into this agreement, as the township has enough roads to maintain. Jessie Williams of PennDot stated that they will take care of the trees across from Lion’s Den along Route 666/948 and also has the dredging of the bridge beside the fire hall on 666/948 on the schedule once again for this fall.

The Sheffield UMC driveway was tore up from a water pipe freezing this past winter and is need of a patch put across it. They have asked if the township could help in the patching of this 8-by-2-foot section of driveway. They will pay for the cold patch, if the township could patch it. Supervisor McMillen stated the township has done this type of work for the other churches in town and doesn’t see why we can’t fix this for the Sheffield UMC.

Roadmaster Thayer is to look at the patchwork that is needed and estimate a cost for the Church and make the necessary repairs.

Tax exonerations were received for Donna Fabyanic for her Tan Street property which was sold at Judicial sale to EDS Property Maintenance out of Easton Pa, for Edward and Patricia Fritz for a mobile home that was removed at 50 Lantern Lane off of 4 Mile Road, and for James Loyd, 35 Dickey Lane which was sold to Daniel P and Connie L. Hornburg of Clarendon. Also for Ray and Kathy Langworthy for the old Huckabone property.

ITL, LLC is removing timber off of 4 Mile Road from Route 6 to end of 4 Mile Road, and they have posted a bond and paid the permit fees necessary.

It has been brought to the township’s attention that the planters around town are need of repair or replacement. The stone ones are deteriorating and crumbling away. A thought was to have a shop class make some for a senior project or just a shop project out of wood. Supervisor Labesky will look into this.

The secretary spoke with DEP in regards to dry hydrants and were referred to the Warren County Conservation District. Supervisors are in the process of reviewing Ordinance No. 33 and Amending Ordinance No. 158 Garbage Ordinance, Section 9 subsection “C,” giving the property owner 30 days; the supervisors want to amend this to five days, but they will review this ordinance further and more changes will be made.

Todd Fantaskey of Northwest Soil Services, Sewage Enforcement Officer for Sheffield Township, has sent the property owners at 17 First Mill Street, 26 First Mill Street, 27 First Mill Street and 30 Foulkrod Street, a letter granting them a certain number of days to fix the problem of their sewage lines. Each property reportedly has raw sewage coming from their properties.

PennDot has sent a questionnaire for the bridge on Route 666 over Dodge Run in Barnes. They will be replacing this bridge with precast box culvert. The township will contact Dan Glotz of planning and zoning to help in filling this out.

Supervisor McMillen asked the roadmaster if he has been contact with Mr. Burton to get the electrical panel on Memorial Park secured from falling over. Roadmaster Thayer stated that he has an electric pole that he will be using to secure this and is need of a power auger to drill the whole for the pole. He stated he is going to ask Steve McNeal if he perhaps has one if Mr. Burton doesn’t have access to one. With a motion by Supervisor Bulicz, seconded by Supervisor Labesky, permission was granted to have Steve McNeal drill the hole. Supervisor McMillen also asked the roadmaster if the sign on Saybrook along with the high grass been taken care of. The roadmaster stated that, yes, the sign had been put back up and the high grass was mowed. The trees on 2-mile creek in which Bob Miko was complaining about are too big for the township to handle. The roadmaster had pictures of these trees and asked that perhaps McNeal could also help with this when they were digging the Horton Avenue project.

The secretary is to contact PennDOT in regards to the 10-pound weight limit signs on Horton Avenue. The township would like them removed because this is why the trucks were coming up to Church Street.

Other Matters Discussed:

– At 41 Dunham Street, Thomas Bartlett was sent a grass ordinance violation letter.

– Sally and Mark Mamrowick have gotten a demolish permit and will be tearing down the garage and using some of the wood that is good for a shed.

– The township received the Warren County Tax Collection Committee 2015-2016 adopted budget for our files

– Bald Hill Oil will be drilling in Howe Township. Cameron Energy is drilling seven wells in Sheffield Township off of Forest Service Road 410A.

– Lonny Heeter has taken care of the dead elm tree on South Main Street.

– Patricia Vargas of 18 First Mill Street signed for her Blighted Property Resolution on July 22, 2015, and August 21,will be 30 days.

– The township received $2,835 this year from 23 different business and individuals for the playground program. Thank you letters will be sent.
