Center
The menu for the week will be: Monday, sloppy joes, potatoes, and ‘Gob Cake’ for dessert. Thursday brings your choice of homemade potato or bean soup, ham and cheese sandwiches with cookies for dessert. Friday’s buffet features cheesy potatoes and pudding among other tempting entrees.
This weeks highlightes are Monday, start your day by having your blood sugar tested by Esther and Jean, from 8:30 to 11:30. Stay for coffee and some cards, a game of pool or just conversation with the girls. Thursday attend our Advisory Council meeting at 10:30 sharp, where we discuss the center’s well being. We welcome all concerns and suggestions. Once again the Advisory Committee has ‘adopted’ a local family who is in need of some wonderful Christmas presents for the family.
Many thanks to our supporters who have helped with our bake sale, donations for the Thanksgiving Basket Raffle and Community Day Booklets at the Bon Ton, all of these fundraisers add up to have a very successful year. Which brings to our excitement the new renovations to our restrooms, to bring them up to being handicap accessible, so pardon our ‘dust’.
A reminder when Warren County Schools are called off because of weather conditions, the Center will also be closed.
We have available ‘gift certificates’ in any denomination for gift giving, for trips, casino bus, lunches or just to be ‘thoughtful’, stop in and get yours now.

Supervisors
The Sheffield Township Supervisors met on Monday for their bi-monthly meeting at the Sheffield Hospitality Center. The October Police reported stated that the township police chief investigated 6 accidents, 6 theft complaints, 4 reports of suspicious persons, 3 disturbance calls, 4 harassments complaints, 2 requests to assist other agencies, 2 request to check welfare of others, 4 mental health calls,2 assaults, 3 traffic complaints, 2 domestics, 3 reports of suspicious vehicles, 2 disorderly conducts, 3 complaints of traffic hazards, 2 child custody complaints, 5 reports of criminal mischief, 2 noise complaints and 2 trespass complaints.
One resident present asked about the TCC and wanted to know if the townships have a say who collects the Earned Income Tax. Supervisor John Labesky stated that Arden Knepp sits on this board and he is a supervisor in Pleasant Township, and the secretary on the board is the Secretary/Treasurer of Glade Township, Tia Drescher. At the recent COG meeting this was discussed, and each township has been given a chance to vote on teh matter. She suggested supervisors go with either Berkheimer or Keystone. Anybody is better than the Warren County School District for collecting our earned income tax, the resident said.
Labesky stated that no decision has been made as of yet, however Sheffield Township has stated that we would go with Berkheimer unless Keystone has a better offer, which has yet to be presented.
Berkheimer had a lower collection fee and they will provide an audit at no expense to the Townships.
Bills totalling $344,981.29 were all approved and placed on file at the township office. These bills reflect the last of the invoices for the Henry’s Mills Bridge Replacement costs to the contractor L.C. Whitford.
Bill Dilley will once again be shoveling at the township office building this winter. The City Of Warren informed the township that Gary Byers obtained a building permit for a manufactured home on 4 Mile Road. Tyler Fitch and Tim Hepinger both obtained electrical permits for a reconnect and an upgrade.
Accumulation of garbage violation letter was hand delivered to the tenant at 114-116 West Main Street (the old Pastrick property) on Friday, Nov. 7, by the Chief of Police. Ordinance No. 91 Nuisance and Junkyard Ordinance violation letter for an abandonment and maintenance of structures to Ed and Linda Lloyd for their home at 46 Hathaway Lane was sent on Nov. 7 and they signed for it on Nov. 8.
Labesky spoke on the Horton Avenue Flooding project. The State Turnback program is being considered for Horton Avenue. PennDOT would turn this road over to the township, which would be responsible for Horton Avenue along with the bridge. The township would receive more funding from the state because of more miles of roadways.
The township would then apply for the TIP Program for the replacement of the Horton Avenue Bridge, which would help alleviate the flooding of Horton Avenue. The new bridge would be constructed wider and larger.

Sheffield Area Middle
Senior High School
The first nine weeks is behind them. It was a busy time for the students. The football team ended the season with two wins and the volleyball team made it to championships. Academically, the students are all-stars as well. Over 160 students met their academic goals for the first grading period.
Instead of an Honor Roll breakfast every nine weeks, the faculty has decided to honor hard-working students in a different way. Students will receive a tickets every nine weeks, one for honor roll and two for merit honor roll. The tickets will be entered into a drawing, with the winner being pulled at a dinner scheduled for the end of the year. The drawing will be for a big ticket item. The dinner will be for students and up to two parents.
The elementary addition is almost ready for occupancy. Elementary students will be joining the high school at the end of January for the start of second semester.
Due to the upcoming addition of elementary students, student drivers will now have to park in front of the school. This should begin after Christmas break. This is a required change due to the addition of elementary busing and young students crossing the back parking lot.
Schools in the district continue to deal with students’ use of social media, and SAMSHS is no exception. There are new apps out there that allow for annonymous bullying and harrassment. This has no place in school. Cell phones are to be used for educational purposes only. The administration is bringing in a variety of presenters to address bullying, appropriate use of social media and the administration continues to investigate each incident brought to its attention. Parents are asked to review Policy 9950 in the student handbook for specifics.

Sheffield Area News In Brief
Supervisors
The Sheffield Township Supervisors met on Monday, Nov. 3, for their bi-monthly meeting.
Mark Buck was present asking about the dry hydrant on 4 Mile Road and access to it for the fire trucks. A turn around needs to be made at this location. The property is owned by Stan Orinko and/or Collins Pines. Buck will see how much area is needed for this turn-around and get back to the supervisors.
Ed and Debbie Cowen of Church Street had problems on Halloween night. There were a large number of kids on the corner of Church Street and Center Street once again. They expressed their anger at year after year of vandalism. This year their vehicle was hit with eggs. They have the names of 10 juveniles they claim were involved and they would like to see them be charged with criminal mischief. Supervisor Tom McMillen will inform Chief Dan Madigan to be in contact with the Cowens.
Jon Rau of Kingsview Paving informed the supervisors that at the time of the paving project for Sheffield Township all paving plants were too busy to supply them with necessary product for township roads. He understands that the product did not meet the specifications of the project and is willing to cut 50 percent off the bill to the township and not bill for the work that was done on Friday, Oct. 31, which was the berming and sealing. Rau also stated that he would be happy to sign a guarantee for 10 years on the work that was performed for potholes.
He just was informed that they did not meet PennDOT certification. Supervisor John Labesky stated that the township solicitor has been notified and supervisors are waiting her advice for a decision as to how to proceed.
An update on the Sheffield Depot and purchase of the station was presented. Dennis Sturdevant has emailed Carl Goss of the Genesee & Wyoming Rail Road stating that the preservation society has been trying to purchase the Sheffield Depot since 2006. There have been many visits to Bill Gentilman’s office with no success. The depot preservation group would like this resolved with no lease agreement, either through a donation of land and property, or a nominal purchase price.
The station was built in 1880 and has been vacant since 1965. The local preservation group is a non-profit 501c3 private corporation. A new roof has been installed to save the structure, however they would appreciate a deed to the depot so that they can move forward with major improvements.
A suggestion from the Johnny Appleseed Festival committee would be to put more lighting around Memorial Park if possible. Tom McNeal forwarded a letter regarding the use of prison workers to work on the Epstein property wall. The supervisors have asked the secretary to get something in writing from prior to any work being done there. The supervisors are also afraid of what they might uncover once they begin cleaning it up. It was also noted the former Maggie Davis property has obtained a demolition permit for removal, leaving the Silvis property the only standing property on that corner.
Another issue that was addressed was the cost of the cleanup. The prisoners could do the manual labor for nothing, but the question of who will pay for the cleanup materials and then the art display was yet to be decided. It was suggested there are funds available from the Epstein estate.
The Township meeting was adjourned to a budget session at the Township Office. Next meeting of the Supervisors will be Monday, Nov. 17, at 7:30 p.m. at the Sheffield Hospitality Center.
