Sheffield Depot
Preservation Society
In the early 1900s Mainwaring & Havens manufactured Sheffield Engines for use in the oil fields of the area. Many of the engines were cannibalized for parts or sold to collectors. One such engine was located in the possession of Bruce Zeigler, Simpler Times Museum in Tidioute. The engine originally was used on an oil lease near where the present-day location of the Eagles Club in Warren is located.
Through the efforts of Les Lewis and Tom Curtin, the engine has once again returned to the Valley. The engine was delivered on Thursday evening and was offloaded at Tachoir Resources (located at the former McMillen Mill site). Steve Tachoir helped unload the engine and will use his expertise to put the engine back into running order. After work has been completed on the engine it will be housed at the Sheffield Depot.
Another new addition to the Depot is a swing with a walkway to it, just beside the old cheese house which is beside the Depot. John Paul Humenik, an 81-year-old retired stone mason and brick layer made the walkway along with a wall and all the foundation work at the Depot as his contribution to Sheffield.
He has had a camp in Brookston while he lived and worked in McKeesport and now has purchased a home in Barnes and enjoys the little town of Sheffield. This is his way of giving back to the community.
The Speeder or MOW (Maintenance of Way) vehicle arrived at the Depot courtesy of Jim and Sean Mead after it was acquired from Sloan Cornell of Knox Kane Railroad. It was rebuilt at Mead Oil with help from Simo, John Buck, all the employees of Mead Oil, and Sheffield Depot Preservation Society. It was built in the early 1950’s it’s a Fairmont A6 Speeder. It is now in its home at the Depot.
Rummage sale
The Clarendon Trinity United Methodist Church will hold a Fall Rummage Sale on Friday, Sept. 27, from 9 a.m. to 4 p.m. and Saturday, Sept. 28, from 9 a.m. to noon.
Ramp project
The Sheffield Area Ecumenical Food Pantry provided the funding for materials to build a ramp for a family in Clarendon. On Thursday, Aug. 22, a group of United Methodist “Volunteers in Mission” from the Erie District of the United Methodist Church, lead by Debbie Hills, provided the labor to build the ramp at the family home. Dara Sterling, Kane District Volunteer in Mission Coordinator from Warren First United Methodist Church, coordinated the volunteers from the Kane District. In addition to the volunteers from Erie, the local volunteers included members from the Russell United Methodist Church, Kane First UMC, Warren First UMC, and the Sheffield UMC. Chris Swanson from the Kane District office of the United Methodist Church located at Olmsted Manor in Ludlow helped to recruit volunteers from the Kane District.
The Kane District of the United Methodist Church plans to continue this volunteer ministry of providing more ramps to persons who may not be able to afford a ramp. Although the labor to build a ramp is provided by volunteers at no cost to the family, the materials to build the ramp need to be purchased, and funding can come from a variety of sources, including private donations. Any donations are appreciated and can be sent to the Sheffield Area Ecumenical Food Pantry, Box 721, Sheffield, PA 16347-0721 marked, “Ramps Ministry”. Any family who may be in need of a ramp may contact the Food Pantry for further information.

Sheffield Area News In Brief
Ruth M. Smith Center
The Ruth M. Smith Center residents enjoyed their last field trip of the summer. They were treated to a two-hour boat ride on the Summer Wind and dinner at the new Olive Garden in Jamestown on Aug. 10.
This trip was made possible by them making and selling items at two different craft shows, however the bulk of the money came from donations from Mr. and Mrs. James McMillen, Mr. and Mrs. Chris Cochran, Mr. and Mrs. Dan Hornburg, the Sheffield VFW, the Sheffield Progressive Women’s Club and Mr. and Mrs. Ron Johnson from Johnson’s Tire and Bill Bunk from NAPA Auto Parts store in Warren.
The residents had a trip in June, July and August because of their donations. Sheffield United Methodist Church Outreach Program supplied the drivers to help with the transportation, Dennis Sturdevant, Ron Bross and Carol Waugh.
Car Wash at the Smith Center today, Aug. 24 from 1 to 3 p.m. Come and get your car clean and help the residents earn money for a “Last Summer Party”. Cost is $5 per car.

Sheffield Township
Supervisors
The Sheffield Township Supervisors met on Monday, Aug. 19 for their bi-monthly meeting at the Sheffield Hospitality Center.
Those in attendance had complaints about the speed of traffic coming through Sheffield and where is the enforcement by our local cop? It was stated the speed limit through Sheffield is 25 mph. The supervisors asked the chief to start controlling this problem.
The police report was approved and included the following incidents: 6 accidents investigated, 12 theft complaints, 5 reports of suspicious persons, 6 disturbance calls, 7 harassment complaints, 3 noise complaints, 4 requests to check welfare of others, 2 assists to other agencies, 7 mental health calls, 2 trespass complaints, 2 traffic complaints, 4 traffic hazard complaints, 2 assaults reported, 3 reports of suspicious vehicle, 4 property disputes, 4 child welfare incidents investigated 3 burglaries, 1 ATV complaint, 3 dog complaints, 3 domestic, 3 child custody assists.
Other complaints received during the meeting were that there was nothing for the kids of Sheffield to do. A bike park is needed in Sheffield for the kids to ride. A place with ramps and other bicycle obstacles would be great, like what Warren has. The individual stated that the kids have a pile of dirt to play on and the township removes it. The supervisors informed the individual that the kids were in the roadway and not moving for traffic and causing a hazard not to mention if they get hurt it’s on township property is why the dirt pile was removed.
The individual stated that if he gets the backing would the township apply for grants. The supervisors stated if he gets that backing they will look into the available of grant money for such a project.
Recently the township placed the cement abutments and stone from the Center Street Bridge on the bank by Utah Road for bank stabilization. The complaint was received that we should of looked into other means for bank stabilization, perhaps vegetation would be a better way. The supervisors informed the individual that we obtained the necessary permits from DEP with the help of the Warren County Conservation District. The supervisors stated that the creek is the problem and dredging underneath the bridge needs to be done by PennDOT to also help with the process. The individual was asked to contact PennDOT and encourage them to dredge underneath the bridge. The individual stated please just consider another option in the future when stabilizing the bank.
Ordinance No. 157 Weight Limit Ordinance was presented to each of the supervisors for their review. Adoption of this ordinance will take place after video taping of the roads and a class with PennDOT has been presented.
TAWC has invited the supervisors and staff to a dinner/meeting/tour of the facility on Sept. 11.
The Boosters presented the supervisors with some items to be addressed at the sports complex. Included in this list was the parking issue at the football games. It was decided that handicap parking along with first come first serve will be used at both sides of the field. Due to the construction project and the absence of parking lots below, we will need to allow more parking up on the field besides handicap. The price for the admission to the games will be $4 adults and $2 students and senior citizens. First home game is Saturday, Aug. 31.
Tom Dunn of the Boys Scouts was present discussing Dan Pierson’s Eagle Scout project. Dan will be landscaping the “Welcome to Sheffield” signs and will present a cost for this project to the supervisors for their approval.
The Supplemental Engineering Agreement for Henry’s Mills Bridge was given to each of the supervisors for their review and approval at the next meeting. The next meeting of the supervisors will be Tuesday, Sept. 3 at 7:30 p.m. at the Sheffield Hospitality Center due to the Labor Day holiday.

Wolverine football
The Sheffield Wolverine football team recently donated their time this summer to help move an entire gym full of boxes (very heavy boxes), desk, books and equipment from the gym at AVES to the classrooms at AVES. The district moved all the items from SES and placed them in the gym at AVES. The football team along with Coach Fitch essentially moved all of SES from the gym to its proper place/classroom at AVES.
What the football team accomplished in a little over 3 hours would have taken months to accomplish if the task was left up to the staff at AVES, what an incredible gift this was from the team to the community, this is a perfect example of giving back. Vice Principle Steve Parinella stated “I am very proud of this group of young men and grateful for Coach Fitch and his willingness to work with us on this huge task” They worked extremely hard and what they were able to accomplish was invaluable and will go a long way to help AVES get up and running come day one! The team is pictured with their paychecks (Pizza) after a tough day’s work. Coach Fitch and the team has already agreed to help with the move from AVES to the new building come next summer.

Sewer upgrade done
The Sheffield Sewer System recently went through an $8 million upgrade. This all began in 2001 when the Pennsylvania Department of Environmental Protection directed Sheffield Township to revise their plans for sewage in the Township, through a document called the “Act 537 Sewage Facilities Plan”. Despite many objections from the Township that new facilities were unaffordable, and counter direction from the DEP to somehow make it work, the Act 537 Plan was approved in January of 2008.
The Act 537 Plan provided for implementation of two major upgrades. The sewage treatment plant (constructed in 1962) was to be re-built to have a larger capacity and new technology for sewage treatment. The sewer service area was to be extended to the outlying areas of the Barnes area, Bull Hill Road, Kane Road, and Route 6 north of Sheffield. Many of the submissions and subsequent revisions of the Act 537 Plan involved changes and counter changes to the service area, to show just how far in each area and how many residences were to be served. The PADEP was satisfied that the final product was the most efficient for Sheffield Township.
The method of funding an $8 million dollar project was the next challenge for the Township. The Sheffield Municipal Authority applied for and was awarded a loan and grant from PENNVEST, a State organization with the purpose of funding water and sewer projects. Approximately $2.5 million in grant monies were obtained, with the rest in the form of a 1% interest loan. PENNVEST determined that a $50/month sewer fee would be the target for the Township.
The sewer treatment plant cost about one half of the total $8 million dollars in funding. The original treatment plant was built in 1962 and had a capacity of 279,000 gallons per day. As Sheffield originally had a sewer collection system with eleven diversion boxes that would allow high flows to be diverted to the Tionesta Creek, PADEP required these diversion boxes to be sealed shut in 1995, drastically increasing flows to the sewer treatment plant. The new plant has a capacity of 660,000 gallons per day, which will eliminate the monthly overflow violations.
The original sewer plant had typical 1960’s sewage treatment technology. Pumps pushed the sewage into two aeration tanks, then into two settling tanks and finally through a chlorination process. What the 1960’s plant had going for it was simplicity. However, after 50 years, the physical plant was shot. The current treatment technology is called “Sequencing Batch Reactors”. While utilizing the sa.m.e aeration process, computer driven logic fills the first treatment tank, aerates the sewage, and allows settling in the sa.m.e tank. When the settling process begins in the first tank, the second tank is utilized by filling and aerating. Chlorination is the final step again in the treatment process.
One very new technology utilized at Sheffield is a reed bed sludge tank. A small a.m.ount of the sewage treated cannot be broken down by the biological process, and becomes what is known as sludge. Sludge used to be trucked away to a landfill at a large expense. With the new reed system, the sludge is simply directed to concrete vaults with common reeds growing inside. The reeds digest an a.m.azing a.m.ount of the sludge, so that only once every 15 or 20 years will require the removal of the waste product. The reeds are quite a sight, as they will grow to be 12 feet in height.
The new technology will not only allow for better sewage treatment, it will allow for lower cost per gallon of sewage. Hopefully, this system will last equally as long as the old treatment plant did.
