Former county chief detective formally charged

Warren County’s former chief detective faces two third-degree felony charges of peace officer-sexual intercourse/contact with person in custody/detention. Kibbey was formally charged by the state Attorney General’s office on Thursday, with a preliminary arraignment held in Magisterial District Judge Laura Bauer’s chambers. Bail was set at $50,000 unsecured. A preliminary hearing will be held June 25.
Kibbey resigned in March after a complaint of possible misconduct was brought to the county District Attorney’s office on Jan. 30, according to Rob Greene, county district attorney.
“I immediately notified defense counsel and any criminal defendants involved in cases handled by this detective of the misconduct allegations and potential exculpatory evidence. The chief detective was suspended the same day and officially resigned on March 13.”
The Times Observer previously reached out to the state Attorney General’s office for more information, including how many cases or defendants could be affected by the alleged misconduct and when the Attorney General’s investigation may conclude. The Attorney General’s office only confirmed that it has received the referral.
