Taylor, 43, of Falconer, N.Y., was charged with DUI: controlled substance – combination alcohol/drugs – first offense; DUI: controlled substance – impaired ability – first offense; DUI: controlled substance – Schedule 1 – first offense; DUI: controlled substance – Schedule 2 or 3 – first offense; DUI: controlled substance – metabolite – first offense; DUI: general impairment/incapable of driving safely and disorderly conduct on Sept. 29 by Warren city police officers after an alleged incident Aug. 29 in Warren.

Drug possession. Douglas S. Fain, 46, of Jamestown, N.Y., was charged with felony manufacture, delivery or possession with intent to manufacture or deliver and third-degree felony criminal use of a communication facility Oct. 2 by Conewango Township Police after an alleged incident June 13 in Conewango Township.

Aggravated assault. Gabriel J. Coull, 22, was charged with second-degree felony aggravated assault – attempts to cause or causes bodily injury to designated individuals, simple assault and harassment by the State Police at Warren on Oct. 2 after an alleged incident July 1 in Conewango Township. Bail was set at $25,000 by Judge Bauer; Coull was taken to the Warren County Prison after being unable to post bail.

Drug possession. Eric A. Pheiff, 48, of Clarion, Pa., was charged with felony manufacture, delivery or possession with intent to manufacture or deliver and misdemeanor intentional possession of a controlled substance by a person not registered Sept. 28 by the State Police at Warren after an alleged incident Jan. 7 in Sugar Grove Township.

Harassment. Elvis A. McCartney, 68, was charged with harassment by the State Police at Warren on Sept. 26 after an alleged incident Sept. 16 in Conewango Township.

Harassment. Abby M. Rowe, 26, of Warren was charged with harassment Sept. 26 by the State Police at Warren after an alleged incident Sept. 22 in Conewango Township.

Harassment. Dana J. McWilliams, 42, of Corry was charged with harassment Sept. 29 by the State Police at Corry after an alleged incident Sept. 28 in Columbus Township.

Assault. Jason M. Leonhart, 49, of Garland was charged with assault and harassment Sept. 27 by the State Police at Warren after an alleged incident Sept. 28 in Pittsfield Township.
