DWI. John C. Irvine, 53, of Warren was charged with DUI: general impairment/incapable of driving safely – third offense, DUI: highest rate of alcohol (BAC .16% or higher) – first offense and five traffic violations Sept. 16 by Warren city police officers after a traffic stop Aug. 29 in Warren.

Drug paraphernalia. Jeremy L. Darr, 38, of Warren was charged with use/possession of drug paraphernalia Sept. 16 by Warren city police officers after an alleged incident Sept. 9 in Warren.

Boating while impaired. Brett B. Payne, 27, of Randolph, N.Y., was charged with incapable of safely operating watercraft after imbibing alcohol or refusal of test – first offense, operating a watercraft with high rate of alcohol – first offense and six water-related violations Sept. 18 by the state Fish and Boat Commission after an alleged incident Aug. 16 in Elk Township.

Harassment. Brandon M. Kramrich, 43, of Russell was charged with harassment Sept. 14 by the State Police at Warren after an alleged incident Sept. 13 in Pine Grove Township.

Disorderly conduct. Dustin P. Patz, 29, of Youngsville was charged with disorderly conduct engaged in fighting and harassment Sept. 16 by the State Police at Warren after an alleged incident July 1 in Brokenstraw Township.

Harassment. Chelsey A. Steeves, 32, of Warren was charged with harassment Sept. 16 by the State Police at Warren after an alleged incident Sept. 7 in Eldred Township.
