Drug Possession. James L.R. Coughlin, 49, of Russell was charged with use/possession of drug paraphernalia Tuesday by Warren city police officers after an alleged incident April 22 in the city of Warren.
Drug possession. Emily E. Ginkel, 22, of Natrona Heights, Pa., was charged with possession of marijuana, use/possession of drug paraphernalia and two traffic citations May 6 by Warren city police officers after a traffic stop on April 19 in the city of Warren.
N. WARREN COUNTY – DISTRICT JUDGE LAURA BAUER
Assault. Miles K. Manross, 40, of Clarendon was charged with simple assault and harassment Monday by the State Police at Warren after an alleged incident Sunday in Mead Township. Bail was set at $10,000 by Magisterial District Judge Laura Bauer and Manross was taken to the Warren County Jail until he could post bail.
Drug possession. Michelle Dellahoy-Hitchcock, 38, of Jamestown, N.Y., was charged with intentional possession of a controlled substance by a person not registered May 2 by the State Police at Warren after an alleged incident Nov. 15, 2024, in Sugar Grove Township.
DUI. Julian J. Colwell, 26, of Russell was charged with DUI/unsafe driving, DUI/BAC .16% or greater and eight traffic citations May 2 by the State Police at Warren after a traffic stop April 20 in Farmington Township.
DUI. Mary D. Harbison, 51, of Tavares, Fla., was charged May 2 by Conewango Township police with DUI: general impairment/incapable of driving safely – first offense and four traffic citations after an accident May 2 in Conewango Township.

Assault. William H. Beitsinger, 51, of Youngsville was charged with first-degree felony aggravated assault – attempts to cause serious bodily injury with extreme indifference, simple assault and harassment May 2 by Youngsville police officers after an alleged incident April 29 in Youngsville.
Game Commission violation. Jeremy D. Carlson, 26, of Corry was cited for unlawful acts concerning licenses May 4 by the state Game Commission after an alleged incident May 3 in Spring Creek Township.
